About The Role
The Child Development Council ('Council') is an independent, statutory body that reports directly to the Minister for Education, Training and Skills ('Minister'). The Council's primary legislated role is to establish and maintain a statewide Outcomes Framework for Children and Young People to improve the wellbeing, health, safety, education and preparedness for adulthood outcomes of all young South Australians.
The Council tracks and publishes population-level evidence and statistical analyses and makes recommendations to inform whole-of-government policies and collaborative action by State authorities a term that includes, and is not limited to, all state and local government agencies. The Council publishes annual and periodic reports to highlight areas of excellence and where greater focus is needed to improve the health, development and wellbeing of specific groups of children and young people in South Australia. The Council reports annually to the Parliament of South Australia on the performance of its legislative role and function and how State authorities have regard, and seek to give effect, to the framework in carrying out their functions.
Responsibilities
The Manager is responsible for the effective functioning of the Council and for the successful delivery of its priorities and objectives by:
- leading longitudinal and annual planning and strategy in collaboration with the Presiding Member
- translating any desirable or identified goals into measurable and reportable objectives and deliverables
- initiating high-level relationships and strategic liaison with key internal and external ministerial, government and community stakeholders including children and young people
- leading the preparation of Council reports and publications by effectively and concisely framing vital information and recommendations to primary government stakeholders
- providing expert advice regarding policy and legislation aimed at influencing the State agenda and informing policy and practice change and collaboration across government
- overseeing and guiding the delivery, reporting and evaluation of projects and programs by Council committees
- scoping and leading the work of the secretariat including engagement and effective benchmarking, analysis and reporting of data
- implementing effective business and operational planning, mechanisms and structures to achieve identified goals and deliverables
- planning and managing administrative, financial and human resources in accordance with government and departmental policies and procedures.
- The Manager reports directly to the Presiding Member regarding the effective functioning of the Council, its membership, and the successful delivery of its priorities and objectives and to a senior departmental executive with regard to ethical leadership, governance and management of administrative, financial and human resources.

Special conditions
The successful applicant is required to gain a Department for Human Services (DHS) working with children check (WWCC) prior to being employed which is required to be renewed every five years before expiry.
The incumbent will be required to undertake RRHAN –EC (Responding to Risks of Harm, Abuse and Neglect - Education Care) Facilitator Lead (Masterclass) extended course or the online (Fundamentals) course which will be required to be updated every three years.

Remuneration
ASO8 $121, ,679 per annum (1.0 FTE) + superannuation (12%) and leave loading.
