**About the Stream, Group or Branch**:
The Department of Social Services’ mission is to improve the wellbeing of individuals and families in Australian communities. The department works in partnership with government and non-government organisations to achieve this mission through the effective development, management and delivery of payments, policies, programs and services.

The Families and Communities stream is responsible for family programs, the National Redress Scheme, problem gambling and financial wellbeing among other initiatives.

The Community Cohesion Branch is part of the Families and Communities stream and manages programs which test outcomes-based approaches to social policy issues, aim to improve social and economic participation, help build inclusive, connected and resilient communities, and support volunteering. The Branch is seeking motivated people with relevant skills and experience to join the Branch and fill vacant roles at the EL1 level.

**Position Description**:
The key duties and responsibilities of the Closing the Gap Outcomes and Evidence Fund Consultation team are:

- lead the co-development of multiple projects to be delivered under the Closing the Gap Outcomes and Evidence Fund
- lead, manage and develop a small team, including leading business planning
- work with First Nations people and communities, including on location on a regular basis, in a sensitive and effective manner
- lead the establishment of Community Panels in project locations
- oversee and manage work by Community Panels to determine community needs, interest and capacity to participate in the program, and suitable service providers in locations
- oversee, plan and participate in project co-development processes with service providers, Community Panels and other stakeholders
- oversee and manage the finalisation of co-development deliverables, including (but not limited to) Grant Opportunity Guidelines, grant agreements, project logics, and evaluation plans
- oversee evaluation procurement process, including determining requirements, assessing bids, and clearing documentation
- build and maintain expert knowledge on issues related to child removal, family violence and issues affecting First Nations Australians
- Monitor the program’s strategic, political and operational environment.

The key duties and responsibilities of the Closing the Gap Outcomes and Evidence Fund Program team are:

- lead the co-development and implementation of the Closing the Gap Outcomes and Evidence Fund, including strategic planning for the future of the program
- lead, manage and develop a small team, including leading business planning
- clear and monitor project plans to deliver desired outputs and outcomes
- develop and manage key internal/external stakeholder relationships to achieve outcomes and facilitate cooperation
- develop briefs and minutes to seek decisions and provide advice to the Minister and Senior Executives
- ensure the Fund’s compliance with relevant legislative, financial and administrative frameworks
- monitor grant and procurement processes, and clear required documentation
- build and maintain strong knowledge on issues related to child removal, family violence and issues affecting First Nations Australians
- monitor the program’s strategic, political and operational environment.

These positions are Identified, which signifies that the roles have involvement in issues relating to Aboriginal and Torres Strait Islander people.

The levels of contact with Aboriginal and Torres Strait Islander people, communities and service providers will vary from position to position but still require you to have the capacity and willingness to further develop your skills. At a minimum you will require capacity to demonstrate cultural competency, including:

- understanding of the issues affecting Aboriginal and/or Torres Strait Islander peoples
- ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples
- willingness and commitment to continue to develop cultural competency.

**Eligibility / Additional Requirements**:
This recruitment process is being used to fill current and future ongoing and non-ongoing vacancies. A merit pool of suitable applicants will be created which may be used to fill future vacancies should they become available over the next 18 months.

Non-ongoing vacancies will be offered for a period of up to 18 months with the possibility of extension (up to a total period of 3 years). Some of these non-ongoing vacancies may become ongoing in the
