**About the Stream, Group or Branch**:
The Department of Social Services’ mission is to improve the wellbeing of individuals and families in Australian communities. The department works in partnership with government and non-government organisations to achieve this mission through the effective development, management and delivery of payments, policies, programs and services.

Families and Communities stream is responsible for family programs, the National Redress Scheme, problem gambling, financial wellbeing, and cashless welfare, among other initiatives.

Community Cohesion Branch (CCB) in Families and Communities stream manages programs that test outcomes-based approaches to social policy issues, aim to improve social and economic participation, help build inclusive, connected and resilient communities, and support volunteering. The Branch also supports business, community groups, governments and philanthropy to work together to foster and strengthen community cohesion and explore mechanisms including social impact investing (SII) and outcome based funding models to support individual and family wellbeing within our communities. We are seeking motivated people with relevant skills and experience to join the Branch and fill various positions at the APS 6 level.

**Position Description**:
The SII team is seeking to fill various positions with motivated officers that have strong oral and written communication skills, analytical skills, ability to think strategically, and flexibility.
- assist with policy and program management regarding a range of programs delivered by CCB
- contribute to Ministerial briefs and submissions and executive briefing, including regular reporting
- develop, manage and deliver project plans, including evaluation reporting
- assist with other branch and group priorities as required.

Key duties:

- contributing to the implementation of new initiatives and strategic policy decisions in the developing areas of social impact investing and outcomes based funding models
- liaising with a range of internal and external stakeholders across governments and the impact investing market, including managing complex stakeholder relationships
- under direction, provide assistance with interpreting data requirements and determining suitability of data for specific projects
- providing support to Project Working Groups and other governance forums to support the impact investing trials.
- demonstrated experience in policy development, program management and/or data analysis
- demonstrated ability in preparing high quality written material to a wide range of audiences
- experience in developing and maintaining productive working relationships with a range of internal and external stakeholders
- ability to manage competing priorities and deliver results under tight timeframes, exercising initiative and judgement.

Desirable experience includes:

- working in, or an understanding of the SII sector and policy environment
- an understanding of outcome based funding models
- data literacy and experience working with, or an understanding of Commonwealth administrative datasets and data access and governance.

**Eligibility / Additional Requirements**:
This recruitment process is being used to fill current and future ongoing and non-ongoing vacancies. A merit pool of suitable applicants will be created which may be used to fill future vacancies should they become available over the next 18 months.

Non-ongoing vacancies will be offered for a period of up to 18 months with the possibility of extension (up to a total period of 3 years). Some of these non-ongoing vacancies may become ongoing in the next 18 months.

Should a position become ongoing then the merit pool established through this selection process may be used to fill the vacancy on an ongoing basis.To be eligible for employment with Department of Social Services (the department), you must be an Australian citizen. An applicant's suitability for employment with the Department will be assessed through a pre-employment screening process. This will include an identity and criminal history background check.

**Eligibility to obtain an Australian Government Security Clearance**:
The suitable applicant must also obtain and maintain a security clearance conducted by the Australian Government Security Vetting Agency (AGSVA).

Applicants also must be able to establish their background as checkable to be considered eligible for a security clearance. Any gaps or periods of time spent overseas for 12 or more months (cumulative) that cannot be verified by an Australian referee is deemed uncheckable, rendering the applicant ineligible for a security clearance. Background history must cover 5 / 10 years (Baseline / Negative Vet 1 or Negative Vet 2) of employment, education, residential, criminal history and anything else specified by the AGSVA.
