The Salvation Army Australia’s Homelessness Stream provides high quality, person centred services to people at risk, and or experiencing homelessness. We support adults and families, including accompanying children with accommodation, case management, outreach support, financial assistance, connection and referral to other specialist services.

We currently have an exciting opportunity for a values-driven and proactive Homelessness Specialist. This position is instrumental in providing project management and support in these key areas and work to strengthen the strategic directions, a continuous quality improvement approach, and service capabilities of the stream.

Core responsibilities of the role include:
Develop and implement The Salvation Army’s Social Mission and Homelessness Stream infrastructure
- Model of care and associated population and practice resources, homelessness-specific procedural framework, CQI system

Support the mechanisms of stream governance
- Provide input / integrate the national stream perspective and strategic imperatives to state and territory Agendas and reviews, Reference Groups, support state and territory planning and review

Support service development and services' functioning at national, state and territory, and local levels
- Undertake service reviews, facilitation of Communities of Practice, assistance with tenders and service specification, assistance with specific, time-limited projects

This position will be a member of the Homelessness stream leadership team and will contribute to national plans, frameworks and practice to ensure innovative and client centred service delivery to meet current and future needs.

This is a 12-month fixed term part time position located at our office on Sydney Road, Coburg North. However flexible working arrangements can be negotiated including working from home. Travel may be required.

You will have
- Degree qualification in social work, welfare, community development or related field and relevant experience
- Post graduate qualification would be highly regarded
- Experience in social and community services programs including program management in Homelessness and community housing
- Experience in active membership in community or government bodies within the Homelessness sector
- Experience in translating high level strategy into practice at a service level
- A current VIC Drivers Licence
- Valid VIC Employee Working with Children Check
- Ability to provide proof of Eligibility to Work in Australia
- Organised, methodical, process-driven approach to project management
- Able to draw from a thorough understanding of frameworks and models of practice specific to homelessness
- Ability to travel where/when needed (negotiable to an extent)
- Able to:

- Work collaboratively within a team
- Navigate complex organisations - including good knowledge and understanding of TSA structures
- Establish rapport immediately with a variety of stakeholders
- Communicate effectively, in interview/interpersonally, and across written mediums, with a diverse range of audiences and mindful of scope of role
- Remain “on message” within messaging/communications strategies
- Research, collate, interrogate, and analyse information and data
- High quality professional writing skills in report/document preparation
