About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The Specialist and Technical Response Branch's primary focus is to enable and provide operational service delivery and support for technical rescue incident response, as well as the coordination of contemporary safety equipment/ incident attendance. Reporting to the Director, you will lead, manage and coordinate various programs and complex strategic initiatives across the branch, managing their scope, schedule, cost and resources. You will be responsible for rolling out operational enhancements to the branch, by managing necessary processes and specialist equipment, including those mandated by internal and external reviews. You will provide professional advice and guidance to operational managers, coordinate program management activities, and develop relevant briefing material to support the successful implementation of project initiatives. The Capability Development and Sustainment Branch's primary focus relates to research and development of state level policy, doctrine and resources to meet the need of our contemporary fire and rescue service through operational capability and delivery services to the community, in line with organisational strategies and objectives. Reporting to the Director, you will ensure consistent governance, oversight, management and delivery of various programs and strategic initiatives, including the provision of professional advice, assurance, guidance and development of briefing materials. You will be responsible for managing the scope, design, program and project management schedules, costs and resources associated with rolling out standardised compliance enhancements to Fire and Rescue processes and equipment, including those mandated by internal and external reviews. Key requirements Highly desirable requirements - Knowledge and experience and/or qualifications in developing and delivering project planning, governance and investment management to match changing organisational capability requirements. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Proactively plan, manage and support the delivery of operational system services ensuring capability activities are appropriately scheduled and resourced, and assurance activities identified and undertaken to enable the integration and seamless transition into business-as-usual activities. - Oversee the development, implementation and provision of reporting and analysis on program performance, ensuring that adverse indicators and variances are appropriately investigated, and corrective action identified and taken where necessary. - Provide strategic advice and input into processes for projects, including standards and guidelines to enable effective decision-making, and facilitate consistent delivery of quality cost-effective investments. - Develop project plans with consideration of strategic priorities, project milestones and interdependencies to ensure the project deliverables meet desired timeframes and budget allocations. - Ensure best practice project management discipline is applied, including risk management, and/or evaluate options to resolve issues and mitigate risks to support the implementation of quality initiatives and outcomes. - Lead ongoing governance maturity and champion opportunities for strategic and operational improvements, including maintaining project management artefacts to ensure the effectiveness in the way the program is delivered. - Develop and maintain strong working relationships with internal and external stakeholders to provide strategic input and advice to facilitate the planning, delivery and evaluation of projects and programs. - Prepare and review complex briefs, submissions, and other correspondence relating to project activities, issues, status updates and reporting in accordance with department requirements and governance.
