Reporting to the Science Services Lead, the Senior Procurement Officer, is a senior member of a team responsible for supporting the management of external analytical service providers. You will deliver an expert review of current procurement arrangements for analytical services and procure future analytical services that align with departments strategic priorities, to prevent harm to Victorian communities and the environment from pollution and waste. The Opportunity - As a senior member of the Science Services team,lead and role modelhigh standards of performance, accountability, collaboration, ethics, and integrity; and demonstrate a strong commitment to a positive culture and the development of staff. - Provide expert procurement services and support; monitor and report on procurement activities. - Review current procurement arrangements for analytical services and make recommendations to optimise the procurement of future services and contract management. - Prepare all types of "go-to-market" documents, sourcing strategies and evaluation plans; facilitate/conduct evaluations and evaluation processes including contract award negotiations to achieve cost reduction and achieve cost avoidance. - Uplift the procurement and contract management capability of staff, including by providing expert advice and training; identify opportunities to increase value for money and contribute to continuous improvement and innovative work practices. - Undertake research, audit and analysis activities of organisational procurement and contract management duties to ensure that policies and procedures are being adhered to, and EPA procurement confirms with value for money principles and the procurement framework. - Undertake administrative processes and other tasks as directed for the effective achievement of regulatory outcomes; ensure that all Government and policies and procedures, such and financial management, occupational health and safety, and conduct are complied with. About You - Advanced management skills and demonstrated capability to plan, monitor and deliver multiple concurrent projects / programs, including risk identification and management, budget development and management; optimise the allocation and use of resources; and evaluate project / program effectiveness. - A proven record of achievement in asimilarrolewhichcontributestoorganisationalexcellence, high standards of performance and a positiveorganisational culture. - Demonstratedfocus onaccountability for the execution and quality of results through professionalism,persistence,and transparency. - Proven ability to work as an effective member of a cohesive team, with a demonstrated commitment to the successful delivery of the highest organisational priorities; proven capability to build and sustain enduring relationships to enable the collaborative delivery of outcomes and achievement of goals and targets. - Ability to think outside the square, a willingness to try new things and a genuine desire to learn, share knowledge and make a difference.
