**About Pacific Labour Mobility Support Program**

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

**This Opportunity**

The** Disability Inclusion Adviser**will be responsible for providing strategic and responsive advice on disability inclusion. This role will support the development and implementation of PLMSP’s GEDSI Strategy and related initiatives, with a focus on disability inclusion approaches, priorities, and activities.

**_This is a Short Term Consultant Opportunity required for approx. 45 days up until June 2026. _**

The **Disability Inclusion Advisor** will be responsible for:

- Provide advice to the development and implementation of PLMSP's GEDSI Strategy (and other relevant PLMSP strategies), specifically on disability inclusion approaches, priorities and activities.
- Support the GEDSI Coordinator and team to monitor, evaluate and reflect on the disability inclusion pathway and other locally lead initiatives to ensure the program evolves and is adapted and/or updated to meet the changing and growing needs of the scheme.
- Contribute to the development, documentation and implementation of a refreshed approach to disability inclusion in the PALM scheme, ensuring that there is a clear and evidence-based approach to disability inclusion, incorporating lessons learned and promising approaches.
- Provide timely and targeted disability inclusion technical support to PLMSP activities, as requested.
- Provide disability inclusion training to PLMSP and Labour Sending Units (LSU) staff across the PALM sending countries, as requested.
- Support the implementation of activities that contribute to a disability inclusive enabling environment and a disability inclusion pathway in the PALM scheme.
- Provide technical support to in-country inclusion coordinators (as appropriate/requested/aligned with LSU priorities).
- As appropriate, support PLMSP streams and LSUs to develop partnerships with Organisations for People with Disabilities in-country as a way to facilitate a disability inclusive pathway within the PALM scheme.

**We are seeking an individual who**:

- A postgraduate degree with a disability inclusion focus, Social Sciences, and/or related degree.
- Extensive experience in developing and implementing disability inclusion policies and programs in international contexts.
- Experience supporting disability inclusion in labour mobility is desirable.
- Proven ability to coordinate activities across relevant agencies and organisations and develop strong and active working partnerships with other local NGOs, OPDs, government officials, programs, and advisers.
- High level communication, interpersonal and cross-cultural skills that enable successful outcomes via learning products, mentoring, training, and coaching.
- Demonstrated ability to monitor and evaluate activity progress and identify risks.
- A sound understanding of the DFAT disability inclusion strategy frameworks and an ability to communicate these to a range of audiences.
- Extensive experience working in the Pacific.
