About us The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes. The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state. The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability. Purpose of the role Procurement Services leads the QFD procurement and travel functions, and is responsible for the procurement governance, sourcing, support services, and management of specialised equipment, general goods and services, fleet and Information and Communication Technologies (ICT) procurement contacts, standing officer arrangements and panel arrangements in compliance with Queensland procurement policy and Queensland Government Contract Management Framework. The Business Improvement team works collaboratively with staff, internal and external stakeholders, suppliers to government and whole-of-government procurement networks to embed a culture of continuous improvement in category management, engagement and data analytics to achieve benefits realisation through best practice procurement activities. Reporting to the Director, Procurement Services, you will lead and manage a small procurement team, and provide program and project support across all functions of the branch in the development, review and implementation of procurement management practices and business improvement strategies and initiatives to enhance the efficiency and effectiveness of procurement processes and governance controls to meet operational and organisational objectives. Key requirements Highly desirable requirements - Queensland Government Level 4 Purchasing Certification or equivalent. - Knowledge and understanding of category management and benefits realisation strategies. - Knowledge and understanding of supply chain management, contract law and contract management frameworks. - Knowledge and/or experience or qualification in project management or change management. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage a small team of procurement specialists to develop and execute strategies for continuous improvement, including communication, training and education initiatives across the department. - Provide strategic advice to internal and external stakeholders on procurement trend analysis, risk mitigation and data analytics to ensure governance and compliance with procurement processes, and improve departmental procurement management capability. - Lead and manage the implementation of long-term strategies that balance risk, with a continual focus on identification and realisation of savings and and operational benefits to achieve positive outcomes. - Develop category management strategies that achieve Queensland Government objectives with a view to promoting engagement with Indigenous, small to medium enterprise and social procurement suppliers. - Establish and lead a procurement and contracts community of practice to support officers and inform strategic pipeline planning and delivery. - Manage, prepare and review high level policy papers, submissions, briefs, and reports on complex procurement and contracts related issues and initiatives, in accordance with departmental requirements and governance. - Represent the department and negotiate at committee meetings and forums and manage liaison with key stakeholders to strategically influence and promote best practice' procurement behaviour and services. - Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
