**Division Responsibilities**

Population Health’s mission is to improve the health and wellbeing of Australians and to

reduce preventable mortality and morbidity caused by chronic disease and substance

misuse. We do this through evidence-based promotion of healthy lifestyles and good

nutrition, early detection of cancer and other lifestyle limiting conditions, a range of tobacco

control measures, policies to support appropriate and effective regulation of gene technology, and

through the implementation of strategies to reduce illegal drug use, legal drug misuse and

harmful levels of alcohol consumption.

**Branch Responsibilities**

Alcohol, tobacco and other drug use is a major cause of preventable disease, illness and

death in Australia. The Alcohol, Tobacco and Other Drugs Branch supports prevention and
reduction of harm to individuals and communities from alcohol, tobacco and other drugs through

continued implementation of activities that align with the National Drug Strategy (2017-2026). The

Branch delivers activities to prevent and minimise the impact of Fetal Alcohol Spectrum Disorder,

delivers the Support for Drug and Alcohol Abuse Treatment measure and holds responsibility for

national policy and programs in relation to gene technology. It also represents Australia's interests at

international forums such as the UN commission on narcotic drugs and the WHO Framework

Convention on Tobacco Control (WHO FCTC).

**Section Responsibilities**

The Tobacco Control Section has responsibility for domestic tobacco control policy

development, implementation, advice and coordination to support the implementation of

Australia’s obligations as a party to the WHO FCTC.

**Key Responsibilities**
- Provide evidence-based advice on a wide variety of topics in tobacco control and

ensure consistency of this advice with national tobacco policy and regulation (i.e.,

National Tobacco Strategy, the Department’s tobacco control legislation and the

WHO FCTC);
- Support the preparation of complex policy documents such as a Regulation Impact

Statement, drafting instructions, Ministerial and Departmental briefs, and other

documents as required;
- Support the preparation of various briefs, including Senate Estimate briefs, meeting

briefs, information briefs, committee meeting papers and complex ministerial

correspondence;
- Provide secretariat support to relevant national tobacco control committees;
- Support relevant procurement and contract management activities;
- Ensure that coordination and communication with internal and external

stakeholders is professional, timely and effective;
- Assist with managing risk (including risks related to tobacco industry activity) and in

accordance with Australian Government Guidance for Public Officials on Interacting

with the Tobacco Industry (WHO FCTC - Article 5.3); and
- Support the broader team to achieve results in tobacco control.

- Well-developed writing and research skills, including the ability to understand and

critically analyse public health research to inform policy and regulation;
- Strong project management, procurement and contract management skills;
- Ability to work independently and as part of a small team in a fast-paced

environment;
- Ability to work with legislation;
- Excellent time management skills and attention to detail, with an ability to prioritise

tasks to meet tight deadlines and deliver outcomes; and
- The ability to build and maintain strong working relationships with internal and

external stakeholders.

**Desirable Experience**

Experience in policy development, regulation and legislation, public health and health

promotion and/or project management is highly desirable.
