Job Details:
About the Opportunity:
Working under a shared arrangement between the Directorate of Environmental Protection and Assessment (DEPA) and Headquarters Joint Operation Command (HQJOC) J73, the Exercise Environmental Planner (EEP) will act as the Subject Matter Expert (SME) for the purposes of providing broad spectrum environmental management inputs to the joint collective exercise planning cycle. The EEP will regularly work across two locations: at the Joint Collective Training Branch (JCTB),10 Whyalla St Fyshwick; and at DEPA, BLD 26 Brindabella Park Canberra, with the need to be able to travel across the ACT on a weekly basis, inter-state on a periodic basis and overseas up to three times per year.

JCTB J73 is responsible for planning and conduct of Joint Collective Training (JCT) exercises across local, interstate, remote and international locations.

The Exercise Environmental Planner (EEP) is required to provide Subject Matter Expert (SME) advice including the management and conduct of Environmental Impacts and Assessments for the Joint Collective Training (JCT) exercises throughout the exercise lifecycle.

The EEP will be responsible for ensuring that J73 exercises are environmentally compliant and that the necessary environmental considerations are incorporated in planning and execution. The focus will be on the environment as described by the Environmental Protection and Biodiversity Conservation Act (EPBC Act).

The EEP will be required to support every JCT exercise that has a physical or field training component to it.

The EEP should provide advice and manage stakeholder communications, including cultural and community engagement responsibilities in support of the Environmental outcomes, and in the development of Non - Defence Training Areas for exercise purposes. Additionally, where a virtual or constructive dimension exists to an exercise, the EEP shall provide advice to support the design of the most realistic, effective and interactive analogue that the training audience might experience outside the ‘live’ domain.

The EEP shall develop capability in support of simulation related to targeting, as well as translating simulated actions into realistic effects that impact on the training audience, their mission and the synthetic (and real world) environment within which they are exercising. Given the J73 peripheral responsibility for supporting HQJOC real world operational and crisis response planning, the EEP shall support J73 inputs to this planning. This could include SME advice as well as support to the rapid development of war-games, discussion exercises, simulations and other mission rehearsal activities required by HQJOC or the contingent that is being formed for an operation.
- provide advice and act as a key interlocutor across the Environmental domain, including cultural and community engagement responsibilities in support of the Environmental outcomes when allocated.
- where a virtual or constructive dimension exists to an exercise, contribute SME knowledge to support the design of the most realistic, effective and interactive analogue that the training audience might experience outside the ‘live’ domain.
- In support of emerging areas of interest and capability, develop capability in support of simulation related to targeting, as well as translating simulated actions in to realistic effects that impact on the training audience, their mission and the synthetic (and real world) environment within which they are exercising.
- Support J73 inputs to the HQJOC real world operational and crisis response planning. This may include SME advice as well as support to the rapid development of wargames, discussion exercises, simulations and other mission rehearsal activities required by HQJOC or the contingent that is being formed for an operation.
- act as an Advisor to the Chief of Joint Operations on environmental issues related to training and mission readiness.
- maintain a close working relationship with the Director Environment Protection and Assessments (DEPA) from Infrastructure Division
