**About Victorian Catholic Education Authority (VCEA)**
VCEA is the peak body for Catholic education in Victoria. Established in 1973 by the Archbishop of Melbourne and the
Bishops of the Ballarat, Sale, and Sandhurst dioceses, it was incorporated in 2006 and acts as the voice of Catholic
school education in state and national matters.

VCEA receives and distributes funding from state and federal governments for Catholic schools, provides strategic
leadership and planning, and ensures proper governance in Catholic education statewide. It is responsible for sector
leadership in education integrity and governance and has a Memorandum of Understanding to act as a Review Body for
Catholic schools with the Victorian Registration and Qualifications Authority (VRQA). As a Review Body, VCEA supports,
reviews, and monitors the compliance of Catholic schools with all registration, reporting and other requirements under
relevant laws.

**About the role**
The Officer, Long Service Leave (Terminations and Portability) operates within the Finance and Operations portfolio
within VCEA.

The Finance and Operations portfolio leads VCEA’s strategic planning, allocation, acquittal and evaluation of funding,
funding negotiations with state and federal government through strong well-established internal and external
partnerships, information technology, facility services, and state-wide emergency management within the broader
portfolio.

VCEA provides operational and administrative services to the Long Service Leave Scheme (Victoria) Ltd (the Scheme).
The Scheme is a portable Long Service Leave (LSL) scheme available to employees across the Victorian Catholic
Education Sector (the sector). The LSL Team administers the sector’s LSL and assists employers to meet their LSL
compliance and reporting obligations.

The Officer, Long Service Leave (Terminations and Portability) plays a critical role in supporting various stakeholders
including School Principals, School Payroll, Centralised Payroll, Sale Head Office Payroll, Dioceses Head Office Payroll,
Melbourne Archdiocese Catholic Schools (MACS) Leave Officer for terminations and portability. They are responsible
for reviewing, approving and processing termination and portability forms sent by these stakeholders.

Additionally, they advise the relevant payroll departments on whether to pay employees for terminations or withhold
payment due to portability requests. The role involves generating letters and tax schedules for terminations and
timeframes.

**Key responsibilities of the role**
**Governance and Administration Reporting**
- Lead and develop the provision of accurate terminations and portability information for inclusion in the monthly

management committee reports and board reports for the Chief Financial Officer within specified timeframes.
- Review, approve and process terminations and portability forms, including returning any inaccurate forms back to

- Liaise with Archdiocese and Dioceses governing authorities within specified timeframes to manage responsive

terminations and portability requests and implement timely recommendations.
- Ensure compliance with the LSL Scheme Rules, Enterprise Bargaining Agreement (EBA)’s and the LSL Act (Vic) 2018

and raising any concerns or discrepancies in a timely manner with the Manager, Long Service Leave.
- Provide strategic input into LSL related IT projects, system implementations and enhancements including

participating in upgrade testing. Manage LSL initiatives while demonstrating a continuous improvement and
problem-solving mindset.
- Lead the day-to-day terminations and portability operational queries and solutions.
- Display an ability to work independently, follow termination and portability processes, and contribute to

maintaining up to date procedures.
- Optimise terminations and portability processes and enhance templates relating to the LSL Scheme.
