The Parliamentary Budget Officer is an independent officer of the Parliament of Victoria established by the Parliamentary Budget Officer Act 2017 (the Act). The PBO is a permanent function that supports the officer. It is staffed with highly competent professionals with expertise across fiscal, economic and financial disciplines as well as policy and public sector experience.
We prepare policy costings at the request of members of parliament which estimate the impact of their policy proposals against the latest state budget or budget update. We prepare advice based on members' focusing questions relating to fiscal, economic, or financial matters. Around a general election, we engage with parliamentary leaders of political parties to prepare election policy costings, pre-election reports and post-election reports.

Objectives
**As our Corporate Services Manager, you will**:
- manage corporate governance, finance and performance reporting to ensure that the PBO meets its legislative, regulatory and reporting requirements
- support the Parliamentary Budget Officer in corporate management of the office throughout a peak period for service delivery.
**Qualifications**:
- A tertiary qualification in business, accounting, commerce or a related discipline
- Full membership of a professional association such as CPA or CA
**Skills**:This role requires you to strategically manage many competing priorities for organisational compliance and performance and reduce the burden on the Parliamentary Budget Officer.
- Outcome and results focused with the ability to identify and navigate around potential issues towards the objectives, managing stakeholders and building trust
- Knowledge of the Financial Management Act 1994 (Vic), the government's regulatory framework and Australian Accounting Standards
- Demonstrated ability to prepare financial statements and use whole of government budget systems
- Knowledge of strategic planning, annual reporting, budgeting and performance or management reporting
- Use of corporate systems and disciplined approach to records management
You are an Australian resident or possess an appropriate Australian work visa.
