About us
The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
The Budget and Finance Division plays a key role in the delivery of the State Budget and monitors and helps to manage financial and operational performance by Departments. We also provide advice on departmental and agency reviews and provide Budget advice to Cabinet and Cabinet sub-committees. The Budget and Finance Division also has a critical role in providing advice and budget oversight of significant State events including the 2026 Commonwealth Games.
The Portfolio Analysis Group (PA) provides advice on resource allocation to the Treasurer on a range of issues including State significant events such as the 2026 Commonwealth Games. The Group is the first point of contact with DTF for all departments in relation to budget submissions, finance issues and performance reporting. PA provides expertise on policy and programs and monitors departmental performance - both financial and service delivery - and promotes sound financial management of the state's fiscal resources more broadly.
About the role
The Portfolio Analysis Group has multiple exciting opportunities for Principal Analysts (VPS6) to join their team. Reporting to the PA team Director, the Portfolio Analysis will be responsible for the provision of high quality financial, policy and performance analysis and advice.

**Key responsibilities**:

- Leading and taking responsibility for the coordination and performance of a team so that collectively they deliver on agreed outcomes. This will include building the capability of staff and setting objectives and work priorities
- Leading the development innovative and high-quality budget, financial, policy and performance analysis and advice to senior management and Ministers across a range of departmental and whole of government issues
- Contributing to leadership across the PA group on key financial and/or analysis processes, including managing risks, providing clear and robust advice, and supporting high quality publications such as budget documents and financial reports
- Establishing and managing productive and constructive stakeholder relationships, to support informed decision-making and enable timely responses to requests for information
- Building and maintaining effective relationships within the Department of Treasury and Finance

About you
To be considered for the role, you must be able to demonstrate:

- High level capability and proven ability in managing staff, setting team objectives, developing capabilities, assigning team priorities and managing performance standards for individuals combined with an ability to provide leadership to facilitate resolution of complex issues
- High level innovative and analytical problem solving and solution generation skills, combined with a flexible and agile approach
- Sophisticated understanding of government fiscal, budget, accounting and financial management policies, processes and reform directions
- Proven ability to negotiate and influence others to achieve strategic objectives; and high-level capability in building productive relationships with clients and other stakeholders at both a technical and business level
