We have an exciting opportunity for a Change and Capability Manager to work with a State Government Department - permanent position at Prahran VIC

The Change & Capability Manager, will play a key role in supporting the Digital Health Leadership & Management Team, with the execution and transition of new strategic transformation programs and projects, focusing on the people impact of changes to business processes, systems and technology. This role works to drive success in maximising adoption, minimising resistance and maximising employee readiness, thereby ensuring a smooth and seamless customer transition, enhancing strategic return on investments and the consistent achievement of desired strategic outcomes.

This role is responsible for developing and executing change management, communication and training strategies, as well as managing operational readiness activity to support the delivery of the strategic transformation initiatives, such as new process improvements and system implementations, both internally and externally across the change portfolio. The role will work closely with Transformation delivery leads, functional SME's, process owners and the business (clinical program stakeholders) to manage the orchestration of portfolio and program change activity, including planning and definition of the change strategy, preparing communication materials to support change, identification and engagement with stakeholders to communicate and implement change, measure change effectiveness and ensure business readiness to accept and sustain the change.

This role will have a dual focus - managing internal departmental change, providing support to front-line managers, supervisors and team leads to transition to new ways of working as well as external business-facing change as part of the roll out and execution of the strategic transformation agenda. The Change Manager will be expected to be manage, oversee and directly support multiple workstreams and project teams in change delivery at once.

**QUALIFICATIONS/EXPERIENCE REQUIRED**

**Essential**
- Tertiary qualification (Master's or higher) in Business Administration / IT / economics, management, organisational change management or human resources / or related equivalent discipline
- Proven demonstrable experience working as a Change Manager / OCM Lead (or similar) across a portfolio of change initiatives across large-scale cross-functional enterprise-wide digital transformation programs
- Knowledge and understanding of the principles and methodologies of change management (e.g., Kotter's approach, PROSCI, with ADKAR) qualifications, certified credentials or professional associations / memberships with industry change bodies
- Advanced knowledge of lean-agile-change delivery methodology and adaptive change management practices
- Process improvement (Lean Six Sigma Green Belt) qualifications and exposure to Human Centred Design (HCD) principles and lean systems / design thinking, CX, UX/UI etc. is highly desirable
- Demonstrated experience leading and coaching multi-disciplinary teams to drive organisational adoption of new processes which require behavioural and cultural change
- Experience working with SAFe / other Agile methodologies in a Lean-Agile CMO environments leading large change portfolios of strategic programs and projects across waterfall and Agile delivery methodologies.
- Highly proficient in MS Office (Project, Word, Excel, PowerPoint, Visio, Teams, advanced SharePoint etc.)
- Exposure to Scrum, Kanban, XP, Lean, AZURE Boards, Rally, Trello, MIRO, Confluence, Apptio and Power BI etc. is useful
- Highly effective communicator with advanced consultative, stakeholder engagement, conflict resolution, negotiation and influencing ability to gain consensus and drive strategic outcomes towards a commonly established goal and vision
- Flexibility to work in a time-sensitive environment with mínimal supervision, meeting strict deadlines and manage conflicting priorities with unpredictable changes that may occur
- Motivated by working in multi-professional teams in a dynamic environment with proven experience in providing service to internal stakeholders, often working on multiple strategic change priorities at once
- Superior written and oral communication/ interpersonal skills with the ability to present ideas, perspectives, issues and presentations, to senior management and executives.
- Strong interpersonal skills in managing multiple stakeholders and teams across concurrent streams of development work

**Desirable**
- MBA, professional services and / or management consulting experience is highly advantageous.
- Experience in government, financial services or healthcare industries is advantageous
