Purpose of specific work area and position
The Community Infrastructure Branch (CIB) is a centralised branch providing policy and direction to frontline officers working in regions to ensure the services delivered across Queensland are consistently adding value to the community. CIB units operate cohesively through the building life cycle from building design stage through to demolition stage and maintain fire safety for the entire life cycle of every Queensland building.
The Fire Enginerring section contributes to the legislative and technical framework that QFES staff and external practitioners work within. This includes (but is not limited to) involvement in relevant building and fire safety legislation, technical codes and standards, policy development, technical handbooks, guidelines, position statements and fire safety research etc. These activities often relate to and flow from the strategic activities detailed above. The teams main tactical activity relates to project management and technical review and advisory work on major infrastructure projects (i.e. road, bus and rail tunnels), which do not sit within the standard' building approval process. These are typically designated major projects that come under the processes administered by the Queensland Government's Coordinator General's department.
Reporting to the Executive Manager, you will be responsible for managing and/or assisting with major infrastructure development projects for the state, and will be responsible for leading and managing the delivery of QFES fire and life safety advice to ensure that the fire safety design, operation and management of projects provide an accepteable level of fire safety for occupants and fire fighters, and will adequately facilitate safe and effective fire brigade intervention/operational response. You will work closely with key internal and external stakeholders, including government authorities to provide QFES input regarding acceptable levels of safety for occupants, firefighters and the community through engagement, consultation and negotiation to review plans and documentation and provide advice on behalf of QFES to ensure positive fire safety outcomes.
We are seeking Expressions of Interest from Fire and Rescue Service operational staff in conjunction with the current generic Inspector role description (see additional information below).
Special requirements
- Continue to fulfil the operations management duties/responsibilities of this rank.
- Demonstrated ability to manage competing priorities and provide good organisational and planning skills.
- Knowledge and experience in QFES Community Safety Operations and access to the Community Safety Operations System (CSOS).
- Knowledge of Building Approval processes and project work.
Primary duties
In addition to the generic Inspector, Fire and Rescue Service role description, the purpose of the Manager, Major Development includes but is not limited to:
- Develop and implement suitable policies, guidelines and procedures relating to major infrastructure development to ensure a consistent approach to fire and life safety advice and processes.
- Develop the framework to ensure long term sustainability of management processes for the design, commissioning, operation and maintenance of end-to end major infrastructure development projects.
- Lead the management of various major infrastruture projects located within the Brisbane region to ensure community safety and operational response objectives have been safisfied and meet requirements.
- Provide QFES advice on fire and life safety through concept, feasibility and environmental impact statements, and the design, construction, testing and commissioning through to final handover.
- Maintain a comprehensive working knowledge of relevant legislation, codes, standards, policies, including review and provide advice on any legislative changes and amendments that may have immediate or future influences on the department.
- Manage roles and responsibilities as outlines in the Community Safety Operations Reference Guide CSO2.5, Appendix A, to include regular project update reports, routine inspections, compliance and training.
- Represent QFES at industry, community and government working groups, ensuring a positive image of the department, effectively resolve community safety matters and maintain good working relationships with all key stakeholders.
- Provide advice and communicate all building fire safety interpretations and information to internal and external clients relating to projects to improve the management of infrastructure projects and inform decision making processes.
