Ict Technical Team Leads

Salary: $105,758 - $122,254 (plus 15.4% super)

The Australian Bureau of Statistics (ABS) is looking to fill several ICT Technical Team Lead roles within our Technology and Security Division (TSD).

These are ongoing, permanent positions at the Executive Level 1 classification level. The successful applicants can work out of any of our offices located in Canberra (Belconnen), Sydney CBD, Melbourne (Docklands), Brisbane CBD, Adelaide CBD, Perth CBD or Hobart CBD.

**About the roles**

Our teams undertake development and operational activities to achieve key business outcomes with a focus on modern technologies and capability improvement.

General responsibilities for all roles include:

- liaise with clients and other stakeholders to negotiate an achievable, balanced work program
- lead team delivery of technical work as part of a broader multidisciplinary agile team, liaising with the Director of the section to manage any key risks
- manage and improve team practices to ensure team effectiveness
- manage, mentor and coach team members in their work performance and career development
- ensure service management processes and practices are followed in line with agreed ITSM practices; assist team members as required with any issues
- liaise with partners and vendors to resolve issues as well as using their expertise to make informed decisions about the solution and its technical strategy/roadmap
- maintain an awareness of broader TSD strategies and initiatives, analysing their impact on the local strategy and work program, then taking necessary steps to ensure alignment.

The specific roles and associated responsibilities, skills and experience beyond the core listed above, are as follows.

**Technical Team Lead - Census Systems**
- provide guidance to team members, drawing on technical experience
- software engineering experience (3+ years) with relevant ICT qualifications
direct technical experience in one or more of these domains:

- Java API and UI Development (JSF, ReactJS, JBoss, NodeJS)
- Service oriented architectures (SOAP, REST)
- Relational database systems (Oracle, PLSQL, SQL),
- Cloud (AWS, Azure).

**Technical Team Lead - Scaled Analytical Data Environment**
- provide technical leadership for the delivery of cloud-based software solutions to support statistical processing
- work with business areas and other technical areas to ensure solutions meet business outcomes and align with best practice
- establish and promote best practices for cloud technologies and working with data
- provide technical mentoring and advice to team members and other staff
- software engineering experience (3+ years) with relevant ICT qualifications
- experience with AWS Cloud technologies with direct technical experience in one or more of these domains in AWS:

- Application Development (experience in Typescript, GraphQL, React preferred but not essential)
- Data Engineering (experience in Python, PySpark, SQL preferred but not essential)
- Contemporary DevOps and CI/CD practices
- Experience working in multidisciplinary teams using agile practices.

**DevOps Team Lead - BA, Testing and DevOps**
- work alongside the Principal DevOps Engineer to lead a team of junior and senior DevOps engineers, building capability through your management and leadership skills
- drive the delivery of a technical roadmap through strategic planning and resource allocation
- analyse requirements, provide advice and support to business and technical teams to coordinate the uplift and implementation of DevOps best practice
- direct technical experience as a DevOps engineer or software engineer in the following domains is desirable but not essential:

- Cloud (AWS, Azure)
- DevOps Toolchains (Bitbucket, Jenkins, Octopus Deploy, GitLab, Azure DevOps)
- Infrastructure-as-Code (CDK, CFN, Bicep, ARM)
- Containers & Container Orchestration (Docker, ECS, Kubernetes).

**What we are looking for (selection criteria)**

To be suitable you should have most or all of the following skills, qualities and experience:

- strong communication, negotiation and influencing skills
- demonstrated experience or ability to manage a team in an Agile methodology context including coaching and mentoring
- demonstrated experience or ability to manage IT projects with complex dependencies and integration
- highly developed relationship management skills. Experience with vendor relationship management for IT Projects is desirable
- strategic thinking skills
- technical skills and experience (described above for the available roles).
