**About the Organisation**

The Aboriginal Housing Office (AHO) is an agency within the NSW Department of Planning and Environment. Through AHO’s ten-year plan “Strong Family, Strong Communities”, the organisation aims to improve the well-being of NSW Aboriginal families and communities through housing. It’s four pillars being housing solutions, client outcomes (through partnerships), growing the sector, and data and evidence.

Working with the AHO Board, the AHO manages and coordinates a substantial annual capital works program and has a housing portfolio of over 6,000 properties valued at $2.3 billion. It is responsible for the development and implementation of a range of financial and resourcing strategies to provide an increased range of housing choices, from social housing to home ownership.

The AHO works in partnership with Aboriginal Community Housing Providers (ACHP) and Aboriginal communities to grow the sector, delivering housing program and developing housing policy and standards.

**The Chief Executive**

Reporting to the Deputy Secretary Homes, Property and Development, the Chief Executive of AHO will lead a team of approximately 150 staff and manage an operating budget of $123m in support of Aboriginal people meeting their housing needs in NSW.

As an outcome focussed leader, the Chief Executive will direct the planning, development, delivery and evaluation of programs and services to support housing and tenants. The appointee will have an understanding of capital raising, property development, repairs and maintenance, provide direction to ensure successful delivery of community focused, culturally appropriate, strategic and financial goals, improving how government does business with Aboriginal communities and stakeholders.

The role operates with a high level of autonomy, and is accountable for developing, evaluating, and leading implementation of innovative strategies, frameworks, programs, and policies that drive transformation and change across the sector. The position provides strategic advice to the Deputy Secretary, Ministers, government, and non-government agencies and is a key influencer and driver of sector reform.

**Accountabilities**
- _Operations_ - All aspects of the operation and performance of the AHO including strategic and business planning, governance, risk management, asset management, business planning, legislative compliance and performance against budgets and plans.
- _Leadership_ - Foster strong engagement and capability development of staff, create, communicate, and implement the AHO vision to lead the achievement of strategic plans and goals.
- _Strategy _- provide high level strategic, policy and operational advice on Aboriginal housing related strategies and policies to the Minister, the AHO Board and the Secretary.
- _Policy_ - Champion the development of social housing policy priorities and the Aboriginal housing sector in NSW with strong cross-agency engagement and innovation in service delivery and practice models.
- _Stakeholder_ - Represent the AHO, cluster and government, contributing to positive proactive relationships with community, industry stakeholders and cross-jurisdictional networks.
- _Partner_ - Identify and pursue opportunities for strategic partnerships and alliances within government and across the sector.

**Essential Requirements**
- This is an Identified role. This role is open to Australian Aboriginal and Torres Strait Islander applicants only. The Department of Planning and Environment considers that being an Australian Aboriginal or a Torres Strait Islander is a genuine occupational qualification for this role in accordance with Sections 14 and 21 of the Anti-Discrimination Act 1977.
- Commercial acumen and a proven ability to ensure delivery of large programs on budget and on time, preferably in an organisation with a large asset base.
- Experience with community and stakeholder engagement, sector support and program delivery experience with Aboriginal communities.
- Management experience to maintain and support strong organisational culture.
- Experience reporting to Ministers and advisors.
- Tertiary qualifications and/or equivalent experience and learning in the operation of government and public administration, the political process; and public policy development and implementation.

**Preferred Experience**
- Building or construction industry expertise delivering housing and housing services.
- Engagement with Aboriginal and Torres Strait Islander people and their communities.
