SYNOPSIS:
The CGC provides advice to the Australian Government on the distribution of GST revenue among the states and territories (the states). It is part of the Treasury Portfolio and has played a central role in Commonwealth-State financial relations since 1933.

**About the role**:
As the head of a small, independent agency, the role of Secretary of the CGC is a unique opportunity to influence the process of fiscal equalisation between the states, for the benefit of all people in Australia.

To be successful in the role, you will have highly developed leadership, analytical and communication skills, as well as sound judgement and the ability to develop productive relationships, including with the CGC Chairperson and Members, and senior officials and ministers at the Commonwealth and state level.

You will directly support the decision-making of the CGC, provide leadership to a multidisciplinary team and undertake duties as the organisation’s Chief Executive (as you are the CGC’s accountable authority).
- informing Government decisions through advice and recommendations, and prioritising relationships with the states to understand their perspectives and enhance cooperation
- effectively managing high level stakeholder relationships in a challenging policy environment, and communicating clearly with stakeholders on complex systems that the CGC is involved in, namely Horizontal Fiscal Equalisation and GST distribution
- this includes working with heads and deputy heads of treasuries at the state and territory level, including through regular consultations, as well as engaging with Commonwealth Treasury in a productive manner
- resolving complex methodological and data issues with governments in Australia, including those relating to the calculation of GST revenue sharing relativities, and negotiating outcomes in contested environments
- evaluating and reporting clearly on complex strategic, financial and operational issues, identifying critical risks and implementing policies for mitigation
- managing the operations of an independent agency, in accordance with relevant legislation, policies and directions.

The successful applicant must be able to obtain and maintain a security clearance at Negative Vetting 1 or hold a current security clearance at that level or higher.

**Desirable Qualifications / Experience**:
Experience in providing advice to Ministers on financial, economic or public policy issues, public administration and / or a regulatory role, leading effective teams, as well as a commitment to the APS Values and Code of Conduct are essential.

Tertiary qualifications in economics or a similar field, or equivalent work experience, would be an advantage.
