This key leadership role manages the key client-side HR Business Partnership interface internally within the project team; and externally through construction delivery partners, directly enabling strategic business objectives on Australia’s largest freight project.

It means safer, less congested roads, fewer carbon emissions and new opportunities for Australian industries and regional communities. To keep pace with Australia’s increasing freight demands, the Australian government is delivering Inland Rail through the Australian Rail Track Corporation, in partnership with private sector. It is the largest freight rail project in Australia and one of the most significant infrastructure projects in the world.

**About the Role**

Reporting to the Director People and Culture, the Manager HR Operations will bring a contemporary approach to leading day to day HR operational service delivery and strategy implementation internal to the project team through a high performing HR Business Partner network. Working within a COE model, this is a fantastic opportunity for an experienced HR leader to deliver outcomes across a large, geographically dispersed, variable execution strategy project environment. Including establishment and implementation of client-side standards to manage employee and industrial relations risks; and verification that contracting partner controls are operational and effective as the portfolio of projects progressively transitions to the delivery phase.

**Key Responsibilities**
- Develop and lead a HR Business Partner team to partner and coach line leaders across our delivery and functional teams to improve culture, engagement and performance of the organisation.
- Establish and maintain the highest values and ethical standards around the operation of the people function, to ensure consistent implementation and continuous improvement of HR business processes that enable clear accountability, efficient operations and strong governance.
- Establish and continuously improve HR business processes, tools and frameworks to enable our current program development phase priorities. Ensure functional readiness for the delivery phase as the portfolio of projects progresses towards construction.
- Provide assurance that IR people practices are implemented and controlled to maintain obligations under industrial instruments, contracts and employment law.
- Read the external environment and interpret data to diagnose business issues and develop innovative and effective people solutions.
- Establish a clear cadence and structure to ensure consistent leader engagement on key areas aligned to annual calendar and people strategy and plans.
- Partner internally with the operating ARTC business and functional specialists to ensure coordinated and seamless service delivery.
- Promote a culture of high performance, accountability and operating discipline.

**Key Requirements**
- Tertiary qualifications in HR, business, law or a related discipline, with a minimum 10 years’ experience as a HR Manager accountable for service delivery within a construction/mining or heavy industry major project environment.
- Proven experience leading a HR function, successful in developing capability and cultivating a high performance and inclusive culture.
- Relevant construction contracting and/or a mixture of client-side project experience, working with professional teams.
- Development, implementation and continuous improvement of HR procedures, tools and frameworks across the project lifecycle.
- Significant experience managing employee relations and setting industrial relations strategy within the construction/ mining industry is desirable but not essential.
- Honed influencing and decision-making capability, with the demonstrated ability to consult and partner with senior management to implement change.
- Commercial acumen, critical thinking and analytical ability, with experience in influencing and achieving results by aligning stakeholders at all levels.
