You will lead a committed team in the delivery of quality and responsive HR services and expert support and advice to all Memorial staff, in turn playing your part to help commemorate those who have sacrificed so much in the service of our nation.

Now is a particularly exciting period at the Memorial, with extensive works underway to modernise and expand our galleries and buildings to tell the continuing story of contemporary Australian service and sacrifice. With this comes the need for innovative strategic and operational people management policies and procedures. As the Head of Human Resources, you will play a vital leadership role at the Memorial during this pivotal period, providing high level policy and implementation advice to the Memorial’s Director, Assistant Directors, senior management and Council.

The role works closely with the Executive Management team, to identify, develop and implement solutions across a range of HR functions, including:

- workforce planning
- performance management
- recruitment
- human resource planning and budgeting
- industrial relations
- payroll systems and processes
- remuneration polices
- organisational structuring and classifications
- employee relations
- workplace health & safety
- workers compensation and rehabilitation management systems
- learning and development

This role is required to work closely with the Memorial’s CFO to develop and implement human resource cost plans and associated reporting to Corporate Management Group (CMG) and Council.
Critical to the success of this role is the capacity to provide leadership, facilitate change and achieve business objectives while recognising and accommodating the interdependencies across all business units within the Memorial. The Head, Human Resources (HR) is the key driver and leader in ensuring the effective development and implementation of HR strategies, policies and processes within the APS framework.

This role holds a wide range of delegated legal and administrative powers and authorisations.
This role must operate in a manner that supports and advocates the APS Values, the APS Employment Principles and the Code of Conduct in achieving the Memorial’s business objectives.

This position will be filled for a period up to 19 January 2026.

**Core Responsibilities**

Under broad direction provide leadership in the provision of strategic and operational people management policies and processes. These will include:

- Providing high level, timely and professional advice to CMG, Director and Council
- Managing the resources, inputs, processes, performance and development of the HR team using participative management practices and a supportive management style
- Promote a positive organisational culture which fosters accountability, innovation and continuous improvement;
- Preparing high level documents, papers and correspondence
- Advising and supporting Section Managers in their management of complex people and performance management issues
- Ensuring the Memorial’s compliance with all relevant legislative requirements in respect to Human Resources Management
- Maintaining contemporary knowledge on relevant APS and industry standards, and HR trends
- Performing functions and exercising powers provided by legislative or administrative appointment or delegation.

Build and maintain effective relationships with managers and stakeholders across all business areas of the Memorial and externally, and work in a collaborative way to deliver operational policy and programs.

Lead and participate in workplace relations matters and represent the Memorial where and when required.
