The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force (ABF), an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The ABFs mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
The Security Branch sits within Integrity, Security and Assurance (ISA) Division. The Branch is responsible for developing, implementing and administering security policies and procedures that promote a secure and safe work environment for departmental workers while providing adequate protection for the Department’s information and assets.
Within the Security Branch, Security Intelligence (SYINT) comprises two distinct functions;
- Security Threat Management and Intelligence
- Secure Compartmented Information Facility (SCIF) Management and Communications Intelligence Security Officer (COMSO).
Threat Management and Intelligence actively collects, evaluates and analyses information to assess the capability and intent of hostile threat actors. Threat actors may seek to do harm to Home Affairs personnel or assets and have origins from organisations or individuals. Threat management and Intelligence provide assessments, advice and ongoing threat monitoring in order protect Home Affairs from external and insider threat, enable informed decision making and to mitigate security risk.
SCIF Management and COMSO team is fundamental in ensuring Home Affairs mitigates the risk of non-compliance in the management of sensitive compartmented intelligence (SCI) within the Department’s SCIFs. The team facilitates manages the department’s Compartments, facilitating access of highly sensitive partner data to all clients within Home Affairs and ensure the ongoing smooth operation of Departmental SCIFs while ensuring full compliance COMSO responsibilities as required by Australian Signals Directorate (ASD), Protective Security Policy Framework (PSPF) and Information Security Manual (ISM). The team also works closely with ASIO to mitigate the threat posed to the Department by foreign intelligence services and ensure compliance with the whole of Government Contact Reporting Scheme.
**About the roles**:
The Threat Management and Intelligence role is responsible for delivering research and analytical outcomes in security intelligence to inform policy and protect Home Affairs personnel, information and assets. The roles works closely with the APS 6 Senior Intelligence Analysts and contributes to analytical assessments and contemporary security threat assessment for use in security risk assessments and to inform the Department of any emerging security issues.
The position contributes to the development of strategy, policies, priorities and operational practices in support of agency objectives. The position provides mid-level advice to senior management as well as assisting the Senior Intelligence Analyst, Assistant Director and Director in providing complex or sensitive projects or work programs that have strategic, political and/or operational significance.
**Specific duties/responsibilities**:
The Threat Management and Intelligence officers are responsible for;
- Provide support to specialist and/or strategic policy advice to internal and external stakeholders, the Executive on security threat matters
- Ensure a constant delivery of timely, accurate and relevant security threat product
- Use a range of analytical techniques to solve problems
- Prepare briefing material and analytical reports
- Produce work requiring little or no revision before finalisation
- Under limited supervision produce intelligence products in line with the required standards across the National Intelligence Community
- Support the Senior Intelligence Analyst in the development and maintenance of working relationships with clients.
