The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
The Intelligence Services and Threat Discovery (ISTD) Branch brings together the Department and Australian Border Force’s (ABF) intelligence discovery functions, focused on identifying threats to Australia’s border continuum and all border and migration environments.
The National Security Intelligence (NSI) and Strategic Powers Intelligence (SPI) sections sit within the ISTD Branch and consists of various teams:
National Security Intelligence:
- Counter Terrorism Intelligence (CTI)
- Community Protection Intelligence (CPI)
- Security Assessment Liaison and Analysis (SALA)
- Threat Discovery (TD).
Strategic Powers Intelligence:
- Critical Technology Transfer & Weapons of Mass Destruction
- SPO Operation Coordination
- Counter Interference.
**About the role**:
APS5 Intelligence Analysts work under limited direction to create moderately complex or sensitive intelligence products across a variety of tactical, operational and strategic topics. Their work is determined by internal priority setting processes or agreed inter-agency mission sets. They undertake research and structured analysis of a broad range of qualitative and quantitative information retrieved from a variety of public and classified data sources. APS5 Intelligence Analysts contribute to the Department’s Intelligence capability by monitoring and evaluating the effectiveness of data analytic tools, techniques or systems. APS5 analysts may be integrated into supported operational areas or with external partners or joint task forces and will be expected to represent the Intelligence Division on routine tasks and deliver intelligence outputs.
- Problem-solving in the border intelligence environment
- Intelligence analysis using structured techniques including well-developed statistical, research and structured analytical methods
- A high degree of personal integrity and discretion
- Use of analytical tools to visually depict border intelligence analysis and issues
- Formal and informal intelligence briefings and presentations
- Concise and accurate written intelligence products
- Negotiate and influence border intelligence issues
**Specific duties/responsibilities**:
- Analyse and action requests for information (RFIs), requests for assistance and referrals received from internal portfolio clients, and domestic and international customs, law enforcement, and intelligence partners
- Perform task analysis to determine required intelligence outputs
- Analyse technical data (such as phone data) and maintain understanding of modern technologies
- Demonstrate a flexible and responsive attitude to tasks
- Detect patterns, relationships and anomalies in data using intelligence tradecraft, analytical tools and techniques
- Perform independent analysis on intelligence and operational data to draw objective and logical conclusions
- Collaborate with internal and external stakeholders to maximise intelligence collection efficiency and increase analytic impact for routine intelligence requirements
- Produce intelligence outputs to meet customer requirements and departmental standards
- Establish, develop and maintain relationships with partner agencies to foster collaboration and two-way information sharing on intelligence matters
- Produce intelligence assessments that convey key known and unknown variables, intelligence gaps or anomalies in context for the customer
- Anticipate requirements and tailor intelligence product to meet the needs of intelligence customers
- Distribute intelligence products for peer review by other intelligence professionals to verify the accuracy of content and the judgements/conclusions derived from the analysis
