**About the Position**

The City is seeking an experienced and diligent Service Leader to drive the operations of the Libraries, Arts, and Community History teams to be sector-leading by fostering collaborative responses to community needs and aspirations, including addressing complex social issues.

Deliver visible and responsive services in these areas, guided by the Stirling Libraries Strategy 2022-2027, with a focus on three strategic, community-oriented priorities: Connecting People, Contemporary Places, and Community History. Also, a great opportunity to develop arts and creative industries aligned to the Libraries Strategy.

**Key Responsibilities**

This role is responsible for providing hands on leadership across our Libraries, Arts and Community History services while blending strategic insight with strong operational and leadership skills to deliver community-focused, innovative, and effective services.
- **Strategic Leadership**: Guides the city’s approach to community planning and projects by setting a clear, customer-centric direction. It focuses on continuous improvement, ensuring that service delivery meets legal requirements, funding criteria, and best practice principles while fostering robust relationships with both internal and external stakeholders.
- **Team Leadership and Culture**: Oversees the Libraries, Arts, and Community History teams by creating an inclusive and high performance culture. This involves coaching, mentoring, setting performance metrics, and managing resources effectively to ensure that the team meets service objectives in line with approved strategies.
- **Operational Oversight**: Manages day-to-day operations including handling complex enquiries, media and elected official requests, and ensuring compliance with legislative and risk management processes. This also covers recruitment, training, and maintaining up'‘to'‘date operational procedures, as well as comprehensive reporting and stakeholder liaison through advisory groups and committees.
- **Service Planning and Financial Management**: Reviews and prepares strategic and operational plans, manages budgets, and ensures that all operational equipment and technology are fit for purpose to support service delivery.
- **Innovation and Project Management**: Champions continuous improvement by implementing creative solutions, utilizing root cause analyses to enhance service delivery, establishing effective complaint resolution processes, and supporting the successful delivery of community projects, initiatives, and grant-funded programs.
- **Corporate Responsibilities**: Upholds corporate values by ensuring professional stakeholder engagement, adherence to safe working practices, risk management, and compliance with organizational policies and the customer service charter.

**About You**

The following qualifications and experience are essential for this role.
- Tertiary degree in library and information science, arts, a community development-related field or demonstrated equivalent professional experience.
- Highly developed interpersonal, presentation and negotiation skills.
- Strong written and verbal communication skills, e.g. report writing, development and facilitation of training, presentations or information sessions, policies, procedures, public presentations.
- Strong research and analytical skills with an ability to initiate and promote innovative solutions.
- Demonstrated ability to engage and build effective and productive relationships with external organisations and community stakeholders.
- Excellent planning and organisational skills as well as an ability to introduce and manage change.
- Strong ability to manage budget, asset and financial requirements across a range of services.
- Ability to function in a multi-disciplinary team as well as lead and supervise a diverse team of employees, volunteers and students.
- Strong knowledge of cultural diversity within the community and ability to deliver culturally appropriate programs and services.
- Considerable experience working with and developing programs to enhance the quality of life for all sectors of the community.
- Extensive experience in leading an operational field-based teams to deliver positive community development outcomes.
