**Position Description - Capital Project Officer**

**Purpose**

The purpose of the Capital Project Officer (Property) role is to project manage the delivery of
the annual capital projects program of Council owned buildings and sport courts and support
the effective facility management of Council’s owned building assets. This position leads the
development, coordination and delivery of projects working autonomously with all
stakeholders and contractors to ensure successful project delivery.
Working in conjunction with the City Property Team, the Capital Project Officer (Property) will
support the organisation to prepare and deliver the annual capital program for building and
sport court assets in line with Council’s Annual Business Plan and asset management planning.
The position will be required to work closely with the Property Asset Planner to ensure future
asset plans and asset data are maintained accurately within the different systems.
The position requires excellent customer service and is required to work collaboratively with
others across the organisation and with external stakeholders. This involves engagement with
community groups and sporting clubs who lease Council facilities.

**Key Deliverables**
- In conjunction with the Unit Manager Land & Property prepare the annual capital

projects program for Council’s building and sport court assets.
- Timely delivery of Council’s capital projects program to include:

- Preparation of scope and specifications for capital projects in consultation with
internal and external stakeholders
- Engage and liaise with architects and other building consultants to provide
advice on designs for capital projects.
- Coordinate tenders/quotations and contractor selection in line with Council’s
policy.
- Liaise and supervise contractors as required to ensure the delivery outcomes
are achieved and in accordance with the relevant standards, regulations and
WHS requirements.
- Update Council’s project management system to enable effective regular
project reporting.
- Monitor project expenditure ensuring that project is delivered within budget
and on time.
- Support the development asset management plans for Council’s building and sport

and recreation assets in consultation with both internal and external stakeholders.
- Support the delivery of major projects by participating in project delivery teams to

ensure the required business, asset and stakeholder outcomes are achieved.
- Provide support to the Property Maintenance Officers in all operational, planned and

reactive maintenance of Council owned facilities.
- Initiate and be actively involved in continuous improvement, upgrades and cost

saving initiatives for Council building and sport court assets.
