
Disability Reform Strategic Leader

The Manager, NDIS Governance and Policy is a strategic leadership role responsible for driving Victoria's co-governance of the National Disability Insurance Scheme (NDIS). The position involves leading on NDIS legislative and policy development, shaping Victoria's positions on NDIS issues, and supporting engagement at intergovernmental levels to negotiate national positions.
This key role involves analysing and providing advice on draft policy intent and legislative amendments in collaboration with DFFH and DPC legal teams and VGSO. It also requires responding to recommendations related to the NDIS from the NDIS Review and the Disability Royal Commission.
The Manager will coordinate briefing processes for the Disability Reform Ministerial Council and related officials forums, drawing on leadership strengths and team members' expertise to develop strategic solutions and resolve intergovernmental issues as they arise.
Key Responsibilities- Oversee, monitor or deliver projects to ensure delivery in accordance with relevant legislation and government regulations and guidelines.
- Provide authoritative guidance and advice to internal and external stakeholders; prepare and present detailed reports, ministerial briefs, cabinet submissions, and agency submissions on complex matters.
- Identify emerging risks and trends impacting key business objectives; provide high-quality business intelligence and sound recommendations based on comprehensive research and investigations.
- Australian Citizenship, Permanent Residency, or valid work permit/visa.
- Ability to lead a small team and collaborate closely with the Disability Reform team to address the disability reform agenda.
- Strong stakeholder management and negotiation skills.
- Excellent communication and presentation skills.
- Highly developed analytical and problem-solving skills.
