About the Role

We are seeking a highly experienced and skilled professional to lead our Multifamily Housing Unit as the Strategic Director. This is a critical role that requires a deep understanding of affordable housing finance and development, as well as exceptional leadership and management skills.

Key Responsibilities
  • Program Development and Implementation
    • Formulate and implement statewide funding programs, policies, and strategies to address the affordable housing needs of low-income households and people with special needs.
    • Design and set overall direction for implementing eligible activities of the State Housing Trust Fund, as authorized under RCW 43.185A.
  • Policy and Procedure Development
    • Develop and implement program policies and procedures, ensuring ongoing compliance with federal regulations.
    • Develop the State's five-year Consolidated Plan and submit annual performance reports to the U.S. Department of Housing and Urban Development.
  • Stakeholder Engagement and Collaboration
    • Build and maintain relationships and partnerships with external stakeholders, including nonprofit organizations, local governments, federal agencies, and other state agencies.
    • Coordinate with other local, state, and federal housing programs to ensure alignment and consistency.
  • Leadership and Management
    • Supervise a team of professional staff, including hiring, training, and evaluating performance.
    • Develop and implement internal policies, procedures, goals, objectives, priorities, and work plans that support the administration of programs within the unit.
Requirements
  • Experience
    • Nine years of professional-level experience in affordable housing, which may include housing finance, real estate, contracting, or a related field.
  • Education
    • A graduate or advanced degree may substitute for one year of the required professional experience.
  • Skills and Knowledge
    • Advanced level knowledge and experience in the management of programs, issues, and policies related to affordable housing finance and development.
    • Knowledge and experience in residential real estate underwriting and financial analysis, appraisal analysis, foreclosure and transfer requirements, property and asset management principles.
    • Experience negotiating, developing, and managing affordable housing contracts.
    • Knowledge and experience with the state budget and fiscal process.
Preferred Qualifications
  • Asset Management Experience
    • Experience managing U.S. Department of Housing & Urban Development funds.
  • Anti-Racism Training and/or Experience in Cross-Cultural Settings
  • Housing Development Finance Professional Certification
