About the Role

We are seeking a highly skilled and experienced IT Policy Director to join our team at the State of Washington. As a key member of our leadership team, you will be responsible for developing and implementing policies that support the state's public health initiatives.

Key Responsibilities
  • Lead and manage policy development and legislative efforts for the Office of Innovation and Technology (OIT).
  • Collaborate with the Chief Deputy of OIT, policy staff, and leadership teams to shape policy and legislative strategies that support key initiatives.
  • Work closely with the Office of Policy, Planning, and Evaluation (OPPE) teams, including Federal Relations and Legislative Relations.
  • Provide high-level leadership and guidance on policy management and implementation within OIT.
  • Advise OIT leadership and senior managers on policy strategy, priorities, and resource allocation.
  • Ensure policy and legislative efforts align with agency goals and are well-coordinated across the office.
  • Represent OIT in internal and external policy and legislative groups.
  • Lead planning and strategy sessions with teams across OIT to drive policy and legislative work.
  • Build and sustain effective partnerships and coalitions to advance policy and legislative goals.
  • Analyze reports from other agencies to assess their impact on OIT's policy direction.
  • Oversee legislative activities and support stakeholder management as needed.
  • Collaborate with communication teams to develop strategies for legislative and policy work.
  • Support data modernization and IT investments that align with the agency's Transformational Plan, IT Strategic Plan, and Foundational Public Health Services (FPHS).
  • Serve as the data modernization and IT investments lead for FPHS business competencies.
  • Work with leadership, experts, local health jurisdictions, and partners to support FPHS initiatives.
  • Lead high-profile special projects requiring complex analysis, diplomacy, and senior leadership, as assigned.
Requirements
  • Five (5) or more years of progressively responsible management experience at the senior level in an agency or large organization, including experience in one of the following areas:
    • Effectively leading and directing groups of managers and professionals.
    • Relationship-building, facilitation, and negotiation.
    • Analyzing and developing policy at the executive level.
    • Planning, initiating, and managing projects.
  • Bachelor's degree in Business Administration, Public Administration, Political Science, Law, Public Health, or a related field.
  • Experience in policy development, legislative relations, or public administration, with a proven track record in a senior leadership role.
  • Demonstrated experience managing policy and legislative development functions.
  • Proven ability to lead complex projects, including coordinating with multiple invested partners and overseeing implementation.
  • Experience in developing and implementing strategic plans and policy agendas.
  • Experience in analyzing reports and legislation to assess impacts on organizational policies and strategies.
  • Experience leading and supporting teams with a focus on driving organizational goals.
Preferred Qualifications
  • Familiarity with data modernization and IT investments, particularly in a public health or governmental context.
  • Understanding of state and federal legislative processes, particularly as they relate to public health and IT.
  • Strong ability to communicate complex policy issues clearly and effectively to a variety of audiences.
  • Excellent negotiation and diplomacy skills, with experience in building and maintaining relationships with legislators, government officials, and external partners.
