The Senior Contract Manager - Rolling Stock Interface and Compliance sits within Rail Services and is responsible for managing all commercial issues associated with the rolling stock module under the Metropolitan Train Franchise and HCMT Public Private Partnership Agreement (PPP). The role requires extensive experience with commercial and contract management methodologies and practices to manage major infrastructure projects on behalf of the State.
Key Responsibilities- Contract Management: Responds to all project correspondence, variations, modifications, formal contract notices, RFIs and EOTs, as well as assessed contractor claims and prepared appropriate responses. Track contract deliverables, generate operational budgets, manage financial reporting, establish issues registers, risk registers, and modification registers. Manage contractual interfaces with Metro Trains Melbourne, Evolution Rail, and Rail Projects Victoria.
- Stakeholder Management: Develops and maintains constructive relationships with key internal and external senior stakeholders and negotiates at senior levels to support contract management initiatives and identify and mitigate contractual risks. Leads the coordination of customer communications and the coordination of Customer Experience outcomes.
- Commercial Acumen Management: Leads the negotiation and resolution of commercial issues with contractors and stakeholders as they arise. Prepares detailed advice on complex commercial matters and/or politically sensitive matters for senior level decision making. Confidently negotiates modification cost and scope impacts to ensure value for money outcomes are achieved.
- Maintenance and Operations Management: Oversees the coordination of network disruptions with project partners, establishes and manages supplier arrangements for the provision of infrastructure free issue materials, and ongoing management supporting contractual and logistics arrangements for MTP readiness.
- Promote and support safe, inclusive, and flexible team operations.
- In line with Section 31A of the Public Administration Act 2004 (Vic), other duties may be assigned consistent with employment classification, skills, and capabilities.
To be successful in this role, the ideal candidate will demonstrate accomplished critical thinking and problem-solving skills by considering the wider business context, integrating solutions into work processes to prevent recurring issues, and delivering tangible outcomes through multi-perspective evaluations. They will translate strategies into effective programs or projects by defining governance structures, managing risks, and maximizing the probability of success while leveraging their business and commercial acumen to maximize return on investment, lead complex public-private partnerships, and collaborate with senior stakeholders to manage various risks and develop commercial strategies.

Qualifications and Experience- Tertiary degree in engineering, business, commerce, or law; or
- Extensive experience managing public-private partnership contracts or other high-value high-risk contracts.
- Experience in the transport or a regulated industry.
