About the Role

We are seeking a highly skilled Senior EPA Authorization Analyst to join our team at the State of Washington Department of Ecology. As a key member of our team, you will play a critical role in ensuring the State's Dangerous Waste Program remains authorized by the Environmental Protection Agency (EPA) and that program activities are consistent with our EPA authorization.

Key Responsibilities
  • Conduct in-depth analysis of technical issues related to the development, interpretation, and implementation of the EPA authorized State Dangerous Waste Program in Washington.
  • Develop and maintain relationships with EPA staff to facilitate successful coordination between the agencies.
  • Maintain State Dangerous Waste Program and Ecology policy positions during negotiation with EPA.
  • Coordinate with Regulatory Analysts and across the State Dangerous Waste Program to gather information and develop EPA Authorization related deliverables.
  • Build and maintain an overall picture of EPA Authorization to determine how the State Dangerous Waste Program could be affected by regulatory changes.
  • Prioritize authorization-related work and pivot to new work as priorities change.
  • Research historical decisions, compare many detailed documents, and summarize complex information.
  • Focus on details, but also look at the larger State Dangerous Waste Program picture to recommend policy direction to program management.
Requirements
  • Seven (7) years of experience and/or education in economics, accounting, business or public administration, finance, social sciences, engineering, law, or a related field.
  • Professional research or analysis experience with an institution engaged primarily in regulatory matters.
  • Two years as a Regulatory Analyst 1 at the Department of Ecology.
Desired Qualifications
  • Knowledge of and experience with the State Dangerous Waste Regulations, chapter WAC, and the Federal Hazardous Waste Regulations.
  • Experience with environmental legislation, regulations, and policies at the federal, state, or local level.
