Role Overview

The Local Permitting Manager will play a pivotal role in driving economic development, growth, and sustainability in communities by facilitating efficient infrastructure deployment.

This position requires exceptional collaboration skills to establish positive relationships with local governments and utilities, ensuring reduced cycles for permitting, ROW approvals, and pole permissions.

The successful candidate will act as the connective tissue between Lumen's Network Implementation team and local permitting offices, establishing predictable permitting timelines and innovative solutions to clear hurdles in local permitting processes.

A key responsibility will be to coordinate with State Government Affairs Directors to understand current relationships and serve as a brand ambassador between Lumen and the communities it serves.

  • Quickly understand the level/volume of investment in the market
  • Improve permitting, ROW approvals, and permission to attach to meet deployment targets
  • Gather and negotiate guidelines and specifications for engineering design requirements from governing entities
  • Document those requirements in databases and reference libraries
  • Quality-control submittals for sensitive areas to ensure compliance with governing entities
  • Coordinate with the local Network Implementation team to understand build details and clear roadblocks with permitting offices
  • Understand local permitting application processes
  • Collaborate with vendors to ensure accurate information flow between vendors, permit offices, and external partners
  • Maintain relationships with State Government Affairs Directors to engage appropriate permit offices and lawmakers
  • Act as the connective tissue between internal and external organizations with clear communication channels
  • Prepare and present summaries to highlight investment opportunities for communities
  • Coordinate announcements with Corporate Communications to celebrate investment
  • Represent Lumen in meetings with local government and community organizations
  • Monitor local ordinances related to broadband providers, permitting, grants, and community development
