Job Summary

We are seeking a highly skilled Strategic Budget Leader to join our team at the State of Washington. As a key member of our Leadership Team, you will be responsible for providing strategic direction and leadership in budget planning and analysis for our department.

Key Responsibilities
  • Strategic Budget Leadership
    • Develop and implement budget plans that align with our department's goals and objectives.
    • Collaborate with our Leadership Team to ensure effective budget management and financial reporting.
    • Coordinate budget activities across departments and with external stakeholders.
  • Financial Oversight and Compliance
    • Manage the development, monitoring, and execution of operating and capital budgets within statutory and agency guidelines.
    • Ensure compliance with federal and state financial regulations and internal controls to safeguard financial assets.
    • Serve as the authority on budgetary compliance and fiscal policies within our department.
  • Program Support and Coordination
    • Advise departmental management on budgetary matters, influencing decisions to optimize financial resources.
    • Coordinate closely with our Accounting Office to ensure accurate financial reporting and transparency.
    • Lead efforts to enhance operational efficiencies and streamline budget processes within our department.
  • Leadership and Team Collaboration
    • Manage a team responsible for budget analysis and financial management activities.
    • Foster a collaborative work environment that encourages creativity, flexibility, and continuous improvement.
    • Represent our department in agency-wide and external budget-related forums, advocating for departmental needs and priorities.
  • Communication and Reporting
    • Communicate complex financial information effectively to diverse stakeholders, both internally and externally.
    • Prepare budget presentations and reports for departmental and agency leadership.
    • Ensure timely and accurate reporting of financial status and forecasts to support decision-making processes.
Requirements
  • Bachelor's degree in business or public administration or closely allied field.
  • Five years of professional experience in budgeting, management analysis, or allied field.
  • Experience managing and leading a staff within a team environment, able to effectively delegate assignments, provide performance feedback, and maintain open communications among staff that allows for creativity and flexibility.
  • Proven ability to foster an environment that focuses on quality results while motivating, developing, supporting staff and encouraging continuous improvement and strong commitment to the principles of trust, teamwork and collaboration.
Desired Qualifications
  • Five years of Senior Budget Analyst experience.
  • Three years of professional level experience with the Washington State Budget process.
