Manager, Policy

- Fixed-Term position until 30 June 2027
- Usual hours of work: Full time (flexibility may be available)

The Role

The Role As a Manager, Policy, you will be responsible for the development of options and proposals that will guide the legislative review and reforms to the Professional Boxing and Combat Sports Act 1985. Providing considered, informed and authoritative advice to senior management and government on key policy, regulatory reform and legislation issues.

The role may involve:

- Conducting research to understand the impact of policy and legislative reforms, analysing data to evaluate their effectiveness, and staying informed about relevant legal and regulatory changes.
- Working with various stakeholders, including senior management, employees, and external parties, to gather input, address concerns, and ensure buy-in for policy changes.
- Communicating proposals and changes to policies to relevant stakeholders to ensure that everyone understands their responsibilities and obligations.

Key accountabilities

- Highly developed research, analytical and problem-solving skills, with the ability to analyse complex legal and policy issues and interpret legislation.
- Proven ability to use initiative, think laterally and innovatively in identifying and developing options for law reform within agreed timeframes.
- Highly developed written and verbal communication skills, with the ability to articulate complex ideas clearly.
- Demonstrated stakeholder engagement and negotiation skills.
- Ability to prepare high-quality, concise, and logical reports, briefs and submissions for senior management and stakeholders.
- Develops policy frameworks within area of expertise or responsibility based on defined organisational priorities.
- Prepares technical reports at an authoritative level.
- Develops briefs on highly complex issues that provide options for decision within an organisation.
- Purpose of communication may be to resolve complex issues through a process of consultation and negotiation.
- Confidently represents the agency with external peers and negotiates within parameters agreed with immediate manager.
- Focuses on understanding stakeholder issues and influencing their views.

The Team

The position of Manager, Policy will work within the Outdoor Recreation, Combat Sports and Strategic Policy branch, which sits within the Sport and Experience Economy (SEE) group.

The Sport and Experience Economy (SEE) Group delivers programs and initiatives to support positive experiences and a sense of belonging through sport, tourism and events and outdoor recreation - sectors that make Victoria a recognised leader from the grassroots level to the international stage. This is achieved by supporting the Minister for Tourism, Sport and Major Events and the Minister for Community Sport in the delivery of sport and tourism infrastructure, and through programs and policies that strengthen the capacity of sport and experience economy organisations, reduce barriers to participation and engagement, support world-class events, and reinforce the role that vibrant sport and experience economy sectors play in growing the Victorian economy, supporting jobs and building stronger communities.

About You

To be successful in this role you will have the following skills and experience:

- Innovation and Continuous Improvement: Establishes metrics that evaluate quality and effectiveness of work delivered; Models and encourages new and different approaches, ways of working and solutions that deliver outcomes beyond stakeholder expectations.
- Influence and Persuasion: Implements complex strategies to build buy-in from key internal and external clients/stakeholders; Effectively negotiates with clients/stakeholders to achieve desired outcomes.
- Critical Thinking and Problem Solving: Considers a broad range of topics (beyond immediate area of work), works across government and at senior levels to develop and deliver sustainable solutions.
- Policy Design and Development: Builds trusting relationships with Senior Leaders across the VPS to engender support for proposals. Provides thought leadership to others in area of expertise.
- Managing People: Role models ethical leadership through decision making and interactions with people; Creates an organisational culture that enables others to perform at their best and achieve outcomes the organisation.
