The Opportunity

As Human Resource Manager you will step into a critical EL2 leadership role, reporting directly to the Chief Operating Officer.

This is not just a “business-as-usual” position. It is an opportunity to modernise processes, build organisational capability, and influence the strategic direction of the agency.

You will be trusted to uplift corporate services, lead a talented multi-disciplinary team, and work in close partnership with executives to design and embed people-focused solutions that create a high-performing, inclusive, and resilient workplace.

In this role you will enjoy the opportunity to shape workforce strategy, restructure and grow the team to meet future needs, and provide advice at the executive level as a trusted partner.

You will drive organisational uplift projects, lead enterprise bargaining, and implement continuous improvement initiatives, all while working in a collaborative and flexible hybrid environment (three days in office, two from home).

The Role

Lead HR and corporate services functions while driving organisational capability:

- Provide strategic advice and integrated solutions across HR, communications, procurement, and enterprise risk
- Manage and mentor a multi-disciplinary team, building a high-performance, inclusive culture
- Lead organisational uplift initiatives including workforce planning, enterprise bargaining, and policy modernisation
- Oversee agency-wide internal and external communications, ensuring alignment with strategic goals
- Strengthen governance and compliance with APS and legislative frameworks
- Partner with executives and stakeholders across the organisation to deliver outcomes

The Ideal Person

You are a collaborative, future-focused leader who thrives on building capability and delivering organisational change. With strong experience across one or more of HR, governance, procurement, risk or communications, you bring the energy and confidence to lead a diverse team and partner credibly with executives.

You’ll have the resilience to navigate complexity, the judgement to balance competing priorities, and the curiosity to explore new ways of working. Whether from within the APS or the private sector, you’ll be motivated to contribute fresh ideas and drive continuous improvement in a high-impact leadership role.

Successful applicants should hold a Baseline security clearance or have the ability to obtain one.

Salary / Rate

- $145k - $169k + 15.4% Super
- 6 – 12 months non ongoing
- Open to s26 transfer
