About Us
The Department of Justice and Community Safety (DJCS) provides a range of government programs and services which focus on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system.
The People Services branch oversees Payroll and Workforce Operations, HR Assist, Executive Service management and Recruitment Services across both frontline and non-frontline roles, in the delivery of HR operational outcomes.
The Payroll Operations function sits within Payroll and Workforce Operations and is responsible for end-to-end payroll including taxation, superannuation, salary sacrifice, processing of timesheets (manual and electronic), and the provision of high-quality advice to a range of stakeholders both internal and external.
About the Role
Are you ready to lead a high-performing payroll function that supports 16,000+ employees across the state? We are seeking a dynamic Senior Manager, Payroll Operations to oversee end-to-end payroll delivery, compliance, and strategic projects.
In this pivotal role, you will:
- Lead the Payroll Operations team, including Payroll Compliance and Projects.
- Ensure accurate and timely administration of end-to-end payroll
- Provide expert advice on industrial frameworks, including the Victorian Public Service Enterprise Agreement and the Public Administration Act 2004.
- Drive continuous improvement and deliver a high-quality payroll service across the Department and supported entities.
You will work closely with the Director, Payroll and Workforce Operations, influencing payroll strategy and ensuring compliance with legislative and enterprise obligations.

- Strong understanding of remuneration and benefits issues and practices with consideration to the legislative and industrial framework.
- Ability to manage projects and deliver service excellence.
