Overview

Head of Capital Portfolio Management (CPM) - Airservices Australia

Lead the capital investment portfolio with accountability for prioritisation, governance, and financial oversight to support the organisation’s long-term operational and strategic objectives. This is a senior leadership role reporting to the Chief Financial Officer and responsible for end-to-end capital investment management from ideation to investment decision-making.

Responsibilities

- Drive enterprise-level prioritisation for major capital investments and coordinate a clear, well-communicated capital budgeting and planning process that aligns with Airservices operational planning.

- Oversee forecasting and financial planning of total capital expenditure (Capex), aligning 10-year projections with the Corporate Plan, cash flow, program milestones, and project accounting; monitor spend in SAP.

- Provide Capex, Opex, and TOTEX inputs into the business plan; ensure investment cases reflect TOTEX and Total Cost of Ownership (TCO) principles.

- Provide strategic leadership to the Capital Portfolio Management team, coaching and developing senior leaders to strengthen leadership capability.

- Lead and support workstreams including Sponsors, Leads, Initiative Owners, and Coaches through tailored leadership and coaching initiatives.

- Produce and coordinate high-quality documentation and materials to support portfolio decision making in terms of Compliance, Systems and Reporting.

What you will bring

- Tertiary qualifications in Finance, Engineering, Business, Economics, Management or a related field.

- Significant experience (10+ years) in capital planning, infrastructure management, investment governance or strategic financial management within large and complex organisations.

- Proven experience managing enterprise-wide capital programs from concept through to investment decision-making.

- Strong business acumen and financial literacy with ability to align capability planning with financial performance objectives.

- Exceptional analytical and problem-solving skills with the ability to make data-driven decisions.

- Experience working with Executive stakeholders, boards and cross-functional teams to align investments and strategic goals.

- Skilled in presenting investment cases and performance reports to senior leadership, Executives and Boards.

- Experience driving cultural and process improvements to enhance capital management effectiveness.

- Government, aviation or regulated industry experience is desirable.

The Role & The Team

Key Functions of the role include:

- Driving enterprise-level prioritisation for major capital investments and coordinating a clear, well-communicated budgeting and planning process that integrates with Airservices operational planning.

- Producing and coordinating high-quality documentation to support portfolio decision making including Compliance, Systems and Reporting.

- Ability to lead, manage and develop a focussed team to deliver capital portfolio management outcomes.

- Strong business acumen with a customer services focus and ability to champion strategic improvement programs.

- Collaborative management of daily CPM delivery and agile response to changing demands.

- Highly developed written and oral communication skills with influence across stakeholders.

- Experience in investigations, research, analysis and reporting with clear recommendations.
