**About the role**:
The People and Culture Unit (PCU) is part of the Business Support Division of Victoria Police's Operational Infrastructure Department (OID). The Unit is critical to the Department's ability to manage its VPS position profile and workforce, fill vacancies and analyse people data and workforce trends. PCU facilitates and enables sound recruitment, establishment, workforce reporting and business support practices and advice across all levels of the Department.
This role will be an integral part of PCU and will be responsible for facilitating a broad range of activities associated with the management of OID establishment - the set funded profile of VPS and sworn positions. The role will also be responsible for providing a range of business administration support services.
PCU collaborates with a range of stakeholders across Victoria Police, including the Human Resources Department, and focuses on building lasting partnerships, continuously innovating and streamlining its service delivery to ultimately meet business needs and service expectations of its customers - OID executive leadership team, Divisions and divisional management, unit managers, project managers, team leads and staff.

**Your duties will include**:
**OID positions and vacancies management**:

- Facilitation of VPS establishment and recruitment requests to fill OID vacancies
- Advising OID hiring managers on establishment management policies and procedures,
- Preparing documentation in support of internal and external secondments, assignments, expressions of interest
- Funding validation for filling VPS and sworn vacancies,
- Advising on and implementing funding solutions for non-standard establishment requests including converting operating funds to create salary capacity, re-purposing vacant positions, etc.
- Ongoing reconciliation of OID establishment profile with funded positions profile
- Maintenance of HR establishment records database
- Continuous improvement and documentation of processes associated with establishment management and related functions

**OID organisational structure management**:

- OID organisational structure administration, including facilitating organisational changes and unit re-alignments
- Positions creation, modification, abolishing, fixed-term contracts extensions
- Monitoring and facilitating correct reflection of the establishment profile in Victoria Police HR and financial systems, including all OID positions, work units, divisions, staff reporting hierarchies.
- Maintenance of organisational charts

**People Data Analysis and Reporting**:

- Monthly tracking and reporting on vacancies, OID vacancy rates and recruitment activity
- People and positions reporting, including preparing monthly analytical reports on leave balances, PDP completion rates, mandatory training completion rates, attrition, etc.
- Ad-hoc HR requests and reporting.
- Coordinating requests for OID staff training and education

**As the successful applicant, you will have**:

- A high level of computer proficiency, particularly in relation to Microsoft Word, Excel and Visio.
- Demonstrated flexibility and a high level of initiative.
- Working both in a team and independently, you will be expected to be proactive with the ability to identify what tasks are required, to prioritise your work appropriately, meet timelines and effectively balance competing demands.
- Well-developed verbal and written communication skills.
- Strong interpersonal and stakeholder management skills.
- A proven record of ethical behaviour and a commitment to the Victoria Police Code of Ethics and the Organisational Values.

**Requirements and relevant information**:

- One (1) x part-time 2 days per week, fixed-term position available until 07/02/2025 with possibility to extend.
- The salary plus superannuation will be pro rata (0.4 FTE).
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
