**B. STATEMENT OF FUNCTION**

Provides professional assistance to the Manager of Finance. This role provides support for the completion of
financial reporting requirements, the maintenance of effective financial controls and supports the Council’s
budget system and process and including accounts payable, receivable, and revenue.

**C. KEY RESPONSIBILITIES**

1. Ensure the budgeting system is in place and working effectively, and that all budgeting officers are
trained and supported in its use.

2. Ensure that financial reports and reconciliations, including statutory financial returns are prepared
accurately for submission on a timely basis.

3. Ensure that Council reserves are reconciled on a monthly basis.
4. Ensure that trial balance reviews are conducted so that transactions are accounted for accurately, and

general ledger accounts are reconciled monthly.
5. Ensure that efficient systems are in place so that all financial transactions are made in a timely manner.

**D. DUTIES
1. Assist the Manager of Finance with the preparation of the quarterly budget review statement.

2. Assist the Manager of Finance with the development of Council’s annual long term financial plan.

3. Enter and maintain budgets in financial software package.

4. Prepare statutory returns and reports to meet financial compliance requirements of various
government departments, including for the Office of Local Government.

5. Assist the Manager of Finance with the preparation of financial reports and audit workpapers to
support the preparation of the year-end financial statements.

6. Assist Council staff to access financial information for the completion of returns and reports.

7. Prepare monthly financial reporting for reserve balances.

8. Check system entries, enter journals and maintain general journal documentation.

9. Review trial balance to ensure that transactions are accounted for accurately and correctly and that
General Ledger accounts are reconciled regularly.

10. Prepare reports for Council on unexpended budgets and prepare year end journals to ensure balances
are kept aside in reserves to meet identified future needs.

11. Continually investigate and improve financial management systems to support Council’s diverse
financial reporting needs.

12. Conduct annual audits of section 355 committees and provide advice to committees about financial
controls they should keep in place.

13. Ensure that all workpapers are prepared in accordance with procedures set by the Manager of
Finance.

14. Ensure that all Financial Reports and workpapers are appropriately filed in Council’s Records
Management System.

15. Prepare lease documents as required and maintain a register of lease arrangements.

16. Actively participate in relevant regional Civica user group workshops and NSW Local Government
Finance Professionals networking and workshops.

17. Carry out any other duties that are within the limits of the employees’ skill, competence and training.

**E. ESSENTIAL CRITERIA**

1. TAFE qualification in Accounting or equivalent on the job training and workplace based experience.

2. Demonstrated experience (minimum 4 years preferred) in financial administration and reporting.

3. Demonstrated understanding of cost allocations and budgeting processes.

4. Demonstrated ability to perform all data entry and reconciliations associated with the Accounts
Receivable function.

5. Strong computer literacy, including with business accounting and budgeting software systems.
6. Accurate record keeping skills and attention to detail, including the ability to track the progress of

ongoing matters and identify and address errors.

7. Demonstrated interpersonal skills including the ability to interact and negotiate in a professional
manner with members of the public, other external parties and staff at all levels of the organisation.

8. Strong customer service skills including clear communication, attention to detail and genuine care for
the customer experience.

9. Demonstrated research, analytical and problem solving capability and ability to investigate matters in a
methodical and detailed manner.

10. Demonstrated time management skills, with the ability to prioritise and organise own workload and
work with a minimum of supervision.
