**B. STATEMENT OF FUNCTION
**To lead the internal design and asset functions of Council including supporting GIS/Asset Officer, Road Safety
Officer and other design and assets staff members to maximise the benefit to the community.

To carry out professional civil engineering survey design and estimating works for roads, footpaths, culverts,
bridges, stormwater drainage, water and sewerage facilities and other capital or maintenance works projects,
including public recreational facilities, to ensure completion to engineering standards.

To support other internal staff deliver projects and maintenance obligations across all of Councils infrastructure.

C. KEY RESPONSIBILITIES & DUTIES

  • Investigate and design civil infrastructure projects in line with Council's forwards works and delivery
Program e.g. roads, parking, water, drainage and sewer systems.

  • Ensure that relevant Council's policies and practices are implemented and supported in the design and
assets section and that these meet the requirements of relevant legislation.

  • Provide quality construction and design drawings liaising with others involved to meet client and
Council needs, ensuring compliance with relevant standards.

  • Develop and maintain systems to record all Council assets including details such as costs and condition,
and ensure such systems and records are accessible and utilised by all appropriate users within Council.

  • Prepare asset maintenance programs based on major condition inspections of Council's assets and
monitor infrastructure and buildings performance.

  • Develop strategic planning and asset maintenance systems that forecast and analyse Council's asset
base and produce maintenance, management and improvement programs for all asset groups.

  • Manage the Design and Asset Section staff and resources effectively, ensuring the responsibilities
and expected outcomes of the section are achieved, its policies and procedures are adhered to, and

ensure the promotion of a cohesive work environment.

  • Ensure that staff within the Design and Assets Section receive a level of training and development that
meets their needs and provides the Section with an adequately skilled workforce.

  • Complete onsite surveys and inspections as required.
  • Ensure all underground and overhead utility services are located, noted and related actions taken by
technical crews in a timely manner prior to commencement of works.

  • Implement best practice design principles and standards and identify and implement innovative
design solutions

  • Work with/supervise construction and maintenance teams in project or works delivery as required.
  • Assist with obtaining and maintaining TfNSW authorisations and in the preparation of bids and
tenders for private and public engineering works programs and projects.

  • Assist with the Application for Grant Funds for engineering and technical projects and enhancement of
Shire infrastructure.

  • Prepare preliminary estimates and costings, work within financial parameters.
  • Prepare analytical data, correspondence, reports and presentations and maintain data bases as
required

  • Seek necessary planning and building permits and other statutory approvals.
  • Provide necessary technical advice to engineers, contractors and works staff to ensure designs are
implemented as intended and audit completed works to ensure all aspects of the design have been
delivered including safety features.

E. ESSENTIAL CRITERIA

  • Tertiary Qualifications in Civil Engineering at Degree level.
  • WH&S Construction Induction Certificate (White Card)
  • Current C Class Driver's License
  • Demonstrated experience relevant to the role and a sound knowledge of civil construction methods,
project and contract management. Demonstrated drive and integrity.

  • Proficient in the use of MS Office and Design Software Programs e.g. AutoCAD, 12D, Drains, etc.
  • Ability to operate a total station, dumpy level and other surveying equipment.
