**The Role**
ASD6 level capability analyst staff within ASD’s PfMO will work to an EL1 level assistant director in either the Portfolio Definition or Portfolio Delivery Assurance sections. ASD6 level staff will work on tasks as directed to contribute to the delivery of high-level capability management outcomes for ASD. The expectation is that staff will work flexibly within a small and supportive directorate team environment and will contribute in a matrix fashion to broader PfMO tasking as required.
Specific role characteristics of an ASD6 capability analyst operating within ASD’s PfMO are as follows:

- Work with minimum direction within a small team of capability-focussed professionals in a fast-paced, maturing, and results-driven environment.
- Contribute to the development of evidence-based advice to senior ASD officers to shape ASD’s capability investment portfolio to deliver best value-for-money capability outcomes within resource constraints, while remaining aligned with ASD’s strategic objectives.
- Contribute to the improvement and standardisation of capability-related ways of working to professionalise ASD’s capability planning, delivery, and sustainment business.
- Build relationships and regularly communicate with ASD programs/projects to develop a deep understanding of capabilities being developed and interdependencies.
- Compile and adding value to corporate reporting relevant to the planning and delivery of ASD’s capability investment program.
- Providing independent analysis of programs/projects to assess their ongoing health/relevance.
- Preparation of, and contribution to, papers and briefings on capability-related matters to support informed and evidence-based decision making by senior management.
- Active participating in ASD’s Portfolio Management Community of Practice, including providing presentations of capability-related topics.
- Tracking, analysing, and proposing solutions relevant to common-mode risks/issues associated with workforce, security, facilities and similar.
- Define, track, manage, and report on benefits for programs/projects, and work closely with programs/projects to maximise the likelihood of intended benefits being realised.
- Provide honest and innovative advice to the team to improve the functioning and effectiveness of the team and the functioning of ASD’s capability business.

ASD is entering an exciting phase of growth, innovation and transformation. Our agency has committed to delivering REDSPICE, which is the most significant single investment in the Australian Signals Directorate’s 75 years.

The Australian Signals Directorate (ASD) operates a Portfolio Management Office (PfMO) within Portfolio Branch. Portfolio Branch is embedded within the Portfolio and Transformation Division alongside REDSPICE delivery and transformation. ASD’s PfMO comprises two sections; Portfolio Definition and Portfolio Delivery Assurance. Both sections work closely together to plan and deliver capability to achieve ASD’s current and future mission requirements.

The Portfolio Definition team focus is on working with mission areas to determine the capability investments ASD needs to remain aligned with ASD’s strategic objectives to enable ASD’s signals intelligence and cyber missions into the future. The Portfolio Definition team work closely with Defence to identify specific gaps and opportunities for capability investment. The Portfolio Definition team shapes ASD’s component of the Integrated Investment Program to achieve best capability outcomes for ASD within the available resource envelope.

The Portfolio Delivery Assurance team’s role is to work closely with ASD’s approved programs and projects to assure senior executives and government that ASD is delivering to agreed scope, schedule, budget, and quality. The Portfolio Delivery Assurance team continually reviews project data, considers inputs from program/project managers and undertakes project assurance reviews to inform monthly reporting on program/project status and risk to senior ASD committees.

ASD PfMO follows the Axelos Management of Portfolios (MoP) methodology, with a focus on:

- Benefits management and realisation.
- Resource management and forecasting.
- Issue and risk management.
- Reporting on the health of portfolio of programs/projects.
- Contestability of ideas and assumptions.
- Leading the professionalisation of ASD’s capability planning, delivery, and sustainment activities.
- Assurance of programs and projects.
- Management of interdependencies and common-mode considerations across the portfolio.
