About the opportunity

The Learning and Development (L&D) Specialist reports directly to the Section Manager Capability and Training Operations and works within an agile team environment, collaborating with others to develop innovative and effective learning solutions for CASA, including proposing strategies and the design, development and maintenance of facilitator-led, self-led, and blended learning programs, producing work requiring little or no revision before finalisation. This role may also involve facilitating delivery of learning solutions online or face to face.

The L&D Specialist contributes to aviation safety by enhancing capability, capacity and service delivery across the organisation, through the development and continuous improvement of learning solutions for the agency.

The L&D Specialist is required to work under limited direction, exercising reasonable autonomy and accountability, undertaking work that is complex in nature to deliver on section, branch and CASA outcomes.

The L&D Specialist is expected to have well developed analytical and decision-making skills, research skills, and the ability to effectively facilitate 'live' training courses. The L&D Specialist may be required to coordinate and manage a team during the conduct of projects in support of branch activities.

The L&D Specialist is responsible for the following deliverables, which represent an ongoing body of work:

  • Consulting with CASA staff and management to:

- determine specific training needs, requirements and skill gaps

- support the ongoing development of capabilities in CASA

- review, evaluate and report on the effectiveness of learning and development programs.

  • Providing professional advice on the suitability and effectiveness of learning solutions and evaluation strategies to meet identified training needs
  • Collaborating to design innovative and relevant learning solutions, and develop effective and engaging face to face, blended and eLearning products to achieve training outcomes
  • Analysing existing learning solutions and conducting quality assurance reviews of training products developed by other staff on a regular basis as part of the continuous improvement process
  • Proposing and facilitating innovative initiatives, and contributing to business improvement strategies and change in workplace practices
  • Providing inputs into the planning and prioritisation of team and branch work activities
  • Motivating, guiding and developing people
  • Promoting workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours.
  • As an employee, contribute to maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and will provide my input, where appropriate, to decisions that may impact upon my health, safety and wellbeing in the workplace.

Our ideal candidate must demonstrate the following:

  • Certificate IV in Training and Assessment or recognised equivalent (mandatory).
  • Excellent verbal and written communication skills, coupled with highly developed stakeholder engagement skills and the ability to build and maintain relationships with key stakeholders.
  • Experience in the design, development, implementation, and evaluation of learning and development programs, preferably in a technically complex environment.
  • Demonstrated understanding of adult learning theory and practice, including experience developing both face to face and blended learning solutions.
  • Experience in facilitating learning solutions (training courses or modules) in both a face to face context and virtually (via webinar).
  • Experience in using eLearning authoring tools.
  • Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.
  • Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours
