Manager, Federal Government Collaboration (Food and Fibre, One Health) role at CSIRO

We are seeking a Manager, Federal Government Collaboration to join CSIRO's Government Engagement Unit. The role leads CSIRO's engagement with government, including the Department of Agriculture, Fisheries and Forestry and other key federal government departments such as the Department of Health, Disability and Ageing. You will ensure engagement is consistent, coordinated and strategic, and contribute CSIRO's reputation as a trusted adviser and partner for scientific input to policy, as well as project and program delivery.

Location: Canberra or other capital cities preferred. Other CSIRO locations may be considered.
Salary: AU$131k - AU$153k pa plus up to 15.4% superannuation. Tenure: Specified term of 3 years, Full-time. Reference: 100354.

Responsibilities
  • Proactively lead CSIRO's engagement and collaboration with the Department of Agriculture, Fisheries and Forestry and other key federal government departments including the Department of Health, Disability and Ageing, ensuring the scientific and evidence-based impacts of CSIRO's science and research are well understood by government and at the forefront of decision-making.
  • Coordinate portfolio tasks including ministerial briefs, responses to parliamentary questions on notice, senate estimates, inquiries, consultations and associated tasks, and prepare input to ministerial and related correspondence.
  • Support CSIRO's input to cabinet and related processes; where appropriate, work with relevant portfolio departments to develop new policy proposals for consideration through the federal government budget process cycle.
  • Build strong relationships across the organisation (including CSIRO Research Units and key Enterprise functions such as Partnerships & Business Development and Communications) to ensure engagement strategies are effective and aligned with CSIRO's strategic objectives.
  • Work with CSIRO's Communications Unit and across the organisation to promote CSIRO science and to manage emerging issues related to government or portfolio department priorities.
What you will do
  • Analyse emerging issues relevant to CSIRO and provide advice on opportunities to engage with decision makers within and across government, including matters requiring ministerial or parliamentary engagement.
  • Support CSIRO's contribution to government processes and provide policy development advice where appropriate.
  • Manage multiple tasks with varying levels of complexity and urgency in a busy work environment.
Your duties will include
  • Lead CSIRO's engagement with the Department of Agriculture, Fisheries and Forestry and other key federal government departments, ensuring the scientific and evidence-based impacts of CSIRO's science are understood by government and inform decision-making.
  • Meet legislative, parliamentary, and administrative responsibilities, including coordinating portfolio tasks and preparing input to ministerial correspondence.
  • Support cabinet processes and develop policy proposals for consideration through the federal budget process cycle.
  • Foster strong relationships across CSIRO and with Enterprise functions to align engagement strategies with CSIRO's objectives.
  • Collaborate with Communications to promote CSIRO science and manage emerging issues related to government priorities.
Qualifications and requirements
  • A relevant tertiary qualification (science-based) and/or leadership/management experience in the public sector or similar field.
  • Proven ability to build collaborative relationships with internal and external stakeholders and achieve positive outcomes through stakeholder management.
  • Strong understanding of Australia's federal government environment, public policy development, and related administrative processes.
  • People leadership experience, with ability to attract, retain, empower, and develop talent, fostering inclusivity and high performance in small multidisciplinary teams.
  • Excellent interpersonal and communication skills, with ability to present complex ideas concisely to varied audiences.
  • Ability to manage multiple deadlines with high attention to quality and detail in a fast-moving environment.
  • Eligibility for Australian Government Security Vetting Agency security clearance (Negative Vetting 1).
