The Role
As an APS 6 Finance / Business Analyst Officer, you will have a considerable level of stakeholder engagement skills on complex financial, price, and cost management issues. The successful applicant will be required to identify and respond to stakeholder needs and expectations to achieve high-quality outcomes, often within tight deadlines. This is a new role and offers an exciting opportunity to influence how financial management is delivered across the Collins and SSN Sustainment Programs. The role will be central to evolving internal processes and budget management within the Submarines Division.
Provide detailed budgetary, financial, price, and cost analysis, forecasting, and policy advice related to complex work, contributing to strategic planning, program and project management, and policy development.
Key Activities :
- Accountable for performing financial, price, and cost analysis and providing advice on Program budgets and the impact of current and new procurement activities on financial forecasts.
- Serve as Secretariat for the Collins (CN10) and Nuclear Sustainment (SSN) Financial Control Boards.
- Liaise with external stakeholders to ensure requirements are understood and met, and with internal stakeholders (including Project Managers and Contract Managers) to support governance processes ensuring alignment between budgets and funding commitments and expenditures.
- Undertake detailed analysis of budget forecasts, identify risks and opportunities, and work closely with Contract Managers to assess financial, price, and cost impacts of contracts, supporting them in financial assessments and treatment options.
- Engage and negotiate with stakeholders, respond to complex inquiries, and proactively identify alternative courses of action when necessary.
- Monitor and manage financial ledgers and reporting at Program and Contract levels.
- Build and maintain productive relationships with supervisors, key stakeholders, and team members, contributing to broader team outcomes.

The Commercial teams for both Collins and SSN are part of the Submarines Division within the Naval Shipbuilding and Sustainment Group (NSSG). The division aims to deliver an enduring, potent, and agile submarine capability vital to Australia's national security. Our responsibilities include submarine sustainment, capability enhancements, combat systems, and related sovereign industrial support.
Our contribution spans:
- Submarine sustainment, including Collins and SSN sustainment, life-of-type extension, and nuclear-powered submarine sustainment
- Capability enhancements, submarine combat systems, and spiral development of MK48 weight torpedo
- Submarine rescue and intervention
- Budget management and forecasting

The ideal candidate will manage complex financial and analytical tasks in contract management and administration, providing financial advice and assistance on policy, procurement, and contract issues.

- Proficiency in analyzing large data sets in Microsoft Excel, using complex formulas for meaningful reporting and advice
