Australia's firearm regulations are widely regarded as a global benchmark, yet systematic gaps remain, and addressing them is key to preventing future firearm-related tragedies. On 1 July 2024, the National Firearms Register (NFR) Implementation Program commenced. The NFR will function as a unified system consolidating information from existing Commonwealth, state, and territory firearms registries, portals, and management platforms into one centralised database. This will provide national oversight by offering a clear end-to-end view of firearms, ownership, and licensing information across all states and territories. The NFR aims to enhance police and community safety and improve law enforcement capabilities.

About the role:

We're looking for an experienced Organisational Change Manager (OCM) to support the delivery of a major national technology transformational program. The focus is on driving successful adoption of the new policies, processes, services, and systems in support of the National Firearms Register. Victoria Police is a contemporary and agile workplace that supports flexible working arrangements. Your duties will include:

  1. Lead end-to-end change management involving multiple project streams and functions.
  2. Partner closely with internal functions and project delivery teams to understand impacts and ensure effective change planning and execution.
  3. Lead the development and delivery of change artefacts – including change impact assessments, communications and training plans, stakeholder engagement plan, and business readiness assessments.
  4. Support the development of the program delivery plan and align multiple streams within the program.
  5. Build strong relationships across a broad stakeholder group, from senior management to frontline employees and external stakeholders.
  6. Monitor and manage change risks and issues, ensuring alignment with project timelines and milestones.
About You:

The successful candidate will have the following skills and experience:

  • Able to respond to organisational change and pressures in a measured way.
  • Ability to plan and prioritise work effectively and consistently.
  • Problem-solving skills and decision-making capabilities, demonstrating critical thinking to identify core issues and make considered, timely decisions.
  • Effective communication skills, confident in both verbal and written formats across various audiences.
  • Ability to create buy-in, agreement, and support among colleagues and stakeholders.
  • Experience in change planning, implementation, and project management methodologies.
Further Information:
  • One (1) full-time, fixed-term position until 30 June 2028 is available.
