Job Description:

The Finance Coordinator – External Budgets is a member of the Finance Transformation team, which is responsible for the delivery of budgeting and performance reporting, financial systems and improvement, and delivery of strategic financial projects. This role will provide budgeting advice and expertise with a strong focus on providing financial support to CSIRO and its controlled entities; achieve significant financial accounting and financial management outcomes; ensure the delivery of timely, accurate, and relevant financial budget information; provide advice to internal stakeholders; and assist management with the delivery of their CSIRO business objectives within the Commonwealth Budget process.

Job Responsibilities:
  • Preparing costings for New Policy Proposals (NPPs)
  • Leading and undertaking government reporting requirements, including Actuals reporting in CBMS and preparing CSIRO coordinated responses to Estimates Memoranda.
  • Leading and undertaking external budget process and budget documentation including maintenance of external budgets in the Central Budget Management System (CBMS).
  • Leading the development and preparation of Portfolio Budget Statements (PBS), Portfolio Additional Estimates (PAES), and Portfolio Supplementary Additional Estimates Statements (PSAES) (when required).
  • In conjunction with Corporate Finance – Internal and Capital Budgets, ensuring the ongoing alignment of the internal and capital budget to the representation of the external budget.
  • Developing and providing strategic and technical advice on complex and sensitive matters including, the Budget Process Operational Rules, Australian Government Resource Management Framework, Ministerial submissions, Senate Estimate briefs and responses to Ministerial correspondence
Job Requirements:
  • Understanding of the Australian Government financial framework, financial reporting and budget process.
  • Demonstrated ability to lead a team, plan and prioritise to deliver team-based outcomes on timely basis, creating a proactive solutions-oriented environment.
Qualification & Experience:
  • Demonstrated technical knowledge and/or experience in external budgeting.
  • Experience providing technically accurate, timely and consistent advice and services to stakeholders.
  • Degree in accounting, commerce or business as well as study towards (or completion of) the CA or CPA Program, or equivalent relevant work experience.
