**POSITION DESCRIPTION - IT Operations Manager

Purpose
The Manager IT Operations will provide outstanding leadership, to the City of Marion (CoM) Infrastructure

services and Governance and Cybersecurity teams by:

  • Delivering excellence in technology governance, security and infrastructure systems, BAU and
end user support and knowledge management to support Council's Strategic Plan;
- demonstrate strong and genuine leadership in the areas of information technology (IT) strategy,

emerging technologies, information and knowledge management;
- support delivery of the ICT Strategic Plan and enhance collective capabilities and to improve

community value;
- deliver IT Business Planning, Policy, budget, risk management and procurement;
- deliver cross-council IT project delivery and implementation of consistent IT governance and

project management frameworks, disciplines and capabilities;

As a leader, you will have the customer, community and safety at the forefront of all you do, to provide the

highest level of service both externally and internally.

Key Outcomes

  • In support of the Chief Information Officer, effectively develop and implement IT operational strategy,
policy, infrastructure and programs in alignment with Council's Strategic Plan.

  • Provide initiative and innovative thinking in the pursuit of best practice solutions. Ensure a high level of
professionalism and decisiveness in dealing with strategic issues faced by information systems team,
particularly in managing emerging challenges and opportunities.

  • Maintain a secure IT environment both at the network edge, within internal systems and at the desktop
level.

  • Leading the determination of service levels and standards and advising on information technology
trends, emerging technologies and systems.

  • Understand, lead and anticipate customer requirements, match services to these and regularly measure
levels of satisfaction and reporting on IT Operations key performance indicators.

  • Actively deliver an innovative customer experience that's effortless, delivered with care and exceeds
our customers' expectations.

  • Develop, agree and implement an IT governance and documentation framework, to provide an
appropriate level of governance and guidance to the IT Operations team and drive consistency amongst
work practices and behaviours.

  • Effectively manage the IT Operations budget, in particular licencing and 3rd party support and
contractors.

  • Provide leadership, coaching and oversight, positively influencing teams and individuals, negotiating
solutions and providing a high level of customer service.

  • Experience setting and overseeing new ways of working for technology teams including fitfor
- purpose delivery models including Agile, DevOps, DevSecOps

  • Experience setting sourcing strategies and working with thirdparty vendors, both onshore and
offshore as well as large and small

  • A deep understanding of technology Total-CostofOwnership is critical to ensure changes drive an
efficient technology capability

  • Experience setting and overseeing the optimisation of technology operating models, delivery, and
capability modelsManage IT Operatons team and individual performance to achieve business goals
and maximise employee performance, including development planning to minimise knowledge risk and
create flexibility within the portfolio.
