Senior Program Officer - Technical Rescue Capability

The Technical Rescue Unit is responsible for the development, implementation, planning and management of technical rescue within QFES and provides response, advice and support to regions, including managing the preparedness and response of the Disaster Assistance Response Team (DART) Queensland Australia (AUS-1). The Technical Rescue Unit also manages the planning and coordination of state-wide training delivery for multiple technical rescue disciplines.

Reporting to the Executive Manager you will provide research, analysis and support for a number of simultaneous projects and programs to support the statewide technical rescue capability and response service delivery. You will provide high-level support with the development, implementation and evaluation for technical rescue courses, workshops, annual training calendar, annual DART exercise (DARTEX) and INSARAG External Reclassification (IER) planning, and assist in the coordination of support functions for operational deployments. You will communicate and collaborate effectively with stakeholders and subject matter experts to develop strategies for continuous improvement initiatives to effectively deliver services to support operational and organisational objectives.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue, Rural Fire Service Queensland and State Operations, and also supports other volunteer groups providing emergency response to Queenslanders

Purpose of the role

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
* Contribute to the development, implementation and evaluation of best practice strategies, standards and frameworks to improve statewide processes and service delivery for technical rescue capability programs in accordance with operational and organisational requirements.
* Plan, schedule, coordinate and provide support for a range of technical rescue training courses and workshops to ensure they are effectively managed, and travel and accommodation activities are completed within required timeframes.
* Apply a project management framework to successfully deliver projects, monitoring outcomes against performance targets, and support program activities to ensure timeframes, commitments, and quality outcomes are achieved.
* Provide high-level advice and contribute to the management of communication strategies regarding progress of projects and initiatives to ensure effective decision-making and information is delivered in a timely and efficient manner.
* Build and maintain productive working relationships with internal and external stakeholders, including subject matter experts to support and facilitate program objectives and delivery of resources.
* Identify, research and monitor trends and issues that contribute to quality decision making and provide continuous improvement strategies ensuring alignment with strategic plans.
* Prepare and review reports, briefing notes, submissions, policy and other correspondence relating to the operational doctrine framework, in accordance with departmental requirements and governance.
* Maintain knowledge and awareness of current best practice for continuous improvement strategies regarding existing frameworks, guides and processes, and identify issues which may influence or impact the efficient delivery of services.
