The Australian Bureau of Statistics (ABS) is looking to fill one Business Analysis Practice Lead role and various Senior Business Analyst roles.

About the roles

The role of the business analysis practice at the ABS focuses on detailed insight and understanding of business process and user needs, to inform the development and implementation of fit for purpose, primarily ICT, solutions.

Much of the work we do impacts the acquisition, processing and dissemination of critical statistical products that are used by governments, businesses, and the public in key decision-making processes.

As the Business Analysis Practice Lead your typical responsibilities will include:

• Guiding business analysts in improving their analysis techniques, reporting skills, documenting abilities, and familiarity with tools through a Community of Practice and other initiatives.
• Providing short-term, immediate coaching to team members, offering practical guidance, addressing challenges, and helping business analysts enhance their performance.
• Ensuring that quality assurance practices are followed.
• Managing business analysis team resources efficiently, balancing project demands and available business analyst resources.
• Contributing to strategic planning by aligning business analysis efforts with business objectives.
• Evaluating and ensuring the quality of products or services provided by external suppliers.
• Providing leadership in establishing Quality Engineering principles and practices in the ABS, fostering a quality driven culture across all teams that contribute towards increased quality.
• Research and networking to identify opportunities for improving practice.

As a Senior Business Analyst your typical responsibilities will include:

• Leading other business analysts and multi-disciplinary teams to engage and collaborate with various stakeholders, including product owners, data analysts, executives, end-users, business and technical team members, ensuring alignment between business needs and technical solutions and clear and effective communication between these groups.
• Applying techniques to break down complex systems or relationships and bring clarity, structure, and order to highly complex and ambiguous problems.
• Applying a range of standard business analysis techniques to define and model the current and future states for processes, systems, data structures and associated components (e.g. BPMN.2, UML) and identify opportunities for improvement.
• Applying Agile business analysis techniques to specify requirements for the iterative development and delivery of new and enhanced capabilities.
• Applying standard modelling and design techniques to define new or modify existing data structures and associated components.
• Contributing to projects, processes and operational documents to enable effective project management, service delivery and knowledge transfer.
• Managing business analysis information so it is organised and easily accessible to the program, project and other stakeholders including other business analysts.
• Participating in and facilitating Agile events and processes as part of a multi-disciplinary project team.
• Preparation of business analysis estimates, including identifying resource requirements, to inform project planning and allocation of personnel.
• Supervising, coaching or mentoring fellow business analysts.
• Taking a leadership role and participating in knowledge sharing and the continuous improvement of the business analysis practice in the ABS.
• Providing work for review and feedback by others.
• Reviewing the work of peers and more junior staff and providing constructive feedback to facilitate continuous improvement.
• Contributing to wider program and project discussions and decisions.

What we are looking for (selection criteria)

To be suitable as a Senior Business Analyst or Business Analysis Practice Lead, you should have most or all of the following skills, qualities and experience:

• A track record of success as a senior or lead business analyst in agile projects, leading in an environment of ambiguity and change.
• Excellent written and verbal communication skills, the ability to work collaboratively in multidisciplinary teams and engage effectively with various stakeholders.
• Excellent problem solving and analytical skills that identify opportunities and drive growth.
• Skills in elicitation of business analysis information and specifying highly complex stakeholder and solution requirements.
• Skills in applying a range of business analysis techniques to support elicitation activities including business process modelling and use case analysis, following industry standards, including, BPMN 2.0 and UML.
• Effective leadership skills and experience coaching, mentoring, or managing staff, including identifying the professional development needs of yourself and others.
• A commitment to upholding the ABS and APS values, adhering to the APS code of conduct and employment principles.
• A track record of success as a senior or lead business analyst in agile projects, leading in an environment of ambiguity and change.
• Excellent written and verbal communication skills, the ability to work collaboratively in multidisciplinary teams and engage effectively with various stakeholders.
• Excellent problem solving and analytical skills that identify opportunities and drive growth.
• Skills in elicitation of business analysis information and specifying highly complex stakeholder and solution requirements.
• Skills in applying a range of business analysis techniques to support elicitation activities including business process modelling and use case analysis, following industry standards, including, BPMN 2.0 and UML.
• Effective leadership skills and experience coaching, mentoring, or managing staff, including identifying the professional development needs of yourself and others.
• A commitment to upholding the ABS and APS values, adhering to the APS code of conduct and employment principles.

In addition to the above, the Business Analysis Practice Lead should have most or all of the following skills, qualities, and experience:

• Working collaboratively with organisational or professional business analysis communities of practice to assess and improve the BA capability in line with industry best practice and the organisational strategy, establishing best practice methods and techniques and consulting on selection of supporting services, products, and tools.
• Managing business analysis team resources efficiently, balancing project demands and available business analyst resources.

Desirable experience/qualifications in the following will be highly regarded:

• Experience with:

o Workshop facilitation.
o Scaled Agile techniques.
o Business intelligence skills.
o Data modelling.
o Project management principles.

• Practical knowledge of BABOK (Business Analysis Body of Knowledge).
