About the Opportunity


What we need now is an ambitious and enthusiastic CTO who can accelerate technological transformation in IT, while continuing to ensure the smooth operation of our day-to-day business needs.


Our new CTO will be a respected expert on a wide range of IT technologies and will be able to promote them to both IT staff and nontechnical business peers.

We're looking for a CTO to bring new ideas and have a strong vision about the future opportunities for IT, taking our amazing team, who have a great understanding of the business, and the City forward.


This is a great opportunity to take the City to the next stage of its customer experience journey and you will play an integral role in a truly exciting period of transformation.


Reporting to the Director Corporate Services, the CTO will be responsible for providing strategic leadership and direction to the Corporate Information Services (CIS) Business Unit, comprising of around 40 staff, to deliver the units and City's objectives.

In overarching business terms, the CTO will be responsible for supporting over 1200 employees in an organisation with an annual budget of around $300 million and $2.5 billion in assets.

The key role responsibilities include, but is not limited to:

  • Provide vision and inspiration to the CIS team to embed the culture and behaviours aligned with the City's values.
  • Define the technology strategy, vision and roadmap in alignment with the City's Strategic Community Plan.
  • Lead technology innovation to explore how emerging technologies can transform the business.
  • Leverage trendspotting to anticipate how technological and nontechnological trends could help the City prepare for and navigate change and disruption.
  • Decide which technologies to invest in and procure, including making the business case.
  • Evolve architecture to support the introduction of new technologies to enable the digital business strategy.
  • Assess and mitigate risks of new and emerging technologies.
  • Manage technology vendors for the software and hardware procured.
  • Oversee the ICT operations, including local area networks and widearea networks, both voice and data.
  • Ensure the integrity, availability and security of the City's ICT network and its environment.
  • Ensure that all stakeholders are supported, informed and comfortable that their expectations, needs and requirements are being addressed.

Essential Requirements
To be considered for this role, you'll possess the following skills and/or qualifications:

  • Educated to degree level with experience working in a medium to large IT organisation or similar
  • Demonstrated ability to build organisational skills and responsiveness; positively steer and implement change; establish clear direction; and plan for initiatives that deliver intended outcomes within scope, budget and timeframes
  • Significant senior management/senior leadership experience in managing an enterprise information and communication technology function, ideally running a department of 30 or more individuals with an annual budget of over $8 million
  • A wide understanding of IT technology and vendors combined with the ability to promote new developments to both technical and nontechnical audiences
  • Strong business acumen
  • Demonstrated management of vendor relationships and negotiating with vendors
  • Knowledge of business capability modelling and customer journey mapping techniques
  • Ability to map technologies to business vision, strategy and roadmap
  • Highly developed knowledge of customer behaviours, needs and expectations
  • Demonstrated coaching, delegating and developing skills
