About the team The Business Grants Hub is responsible for design and management of grant programs on behalf of 11 other Commonwealth departments, managing over $7b in government's investment in Australian businesses.

Grants play a critical role in: supporting growth in businesses and industriesfostering research and innovationstrengthening communitieshelping the environmentproviding emergency relief In addition to grant program management, the division encompasses enabling functions that provide a comprehensive support model for grant delivery.

These broadly include management of grant assurance and compliance activities, change management, workforce planning as well as delivery of continuous improvement projects.

It is a dynamic division of over 350 people, all our teams are geographically dispersed with staff located all around Australia The Grant Assurance and Compliance team withing the Business Grants Hub plays a vital role in supporting program teams, the Executives and Policy Partner agencies.

The team is responsible for assurance advisory services, compliance monitoring, program reviews and project management to minimise delivery risk by monitoring grants administration to meet legislative, policy and process requirements.

What you will do As Manager of the Grant Assurance and Compliance team you will report directly to the General Manager and work with a high level of autonomy under broad direction.


You will:

Implement the government's strategic policy agenda and contribute to improved policy making, innovative program design and grants management from the compliance and risk management focused lens.

Lead, direct and coach your team delivering a range of services including but not limited to: Provide assurance to stakeholders that grants are being managed in accordance with legislative, and Commonwealth and departmental framework and policy requirements.

Maintain a strong working knowledge of relevant legislations and policies, including the PGPA Act 2013, the CGRGs 2017, departmental frameworks and policies and their application to grants management processes.

Manage Annual Compliance Testing, a biannual process executed with the departmental Grants Assurance Partner, testing program activities' compliance against relevant legislation and internal requirements.

Maintain overarching policy and procedure framework for grants management and administration, business processes and systems to support transparent performance and ensuring compliance with relevant legislation, policies, and guidelines.

Provide advice on common or systemic assurance and compliance issues, and aid in their remediation.

Promote and manage relationships with internal and external stakeholders including cross-agency stakeholders, Lead and direct negotiations regarding very complex and/or sensitive issues to achieve mutually beneficial outcomes.

Provide high level analysis of issues and make a significant contribution to the development of strategic policy initiatives and program implementation.

Contribute to the strategic direction of the Division, lead change and continuous improvement initiatives and provide a strategic direction and specialist guidance to your team and others.

Develop and manage your staff so they have a shared sense of purpose and can successfully contribute to outcomes of the branch and the division and ongoing improvements.

Manage the departmental and administered budget effectively.
Eligibility To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
