**The Department - Digital Health Transformation**

The Digital Health department is responsible for enabling clinical staff to deliver timely, quality care to our patients and carers through innovative use of information technologies, and through strategic management of information and data across the organisation. The Transformation program is responsible for strategic development and execution, uplifting capability and driving change to modernising working practices.

**The Role - Position Summary**

An exciting new permanent opportunity for a lean-agile Portfolio Governance Manager has become available within the Transformation team as part of our Digital Health department. We are seeking an enthusiastic and passionate individual looking to drive the strategic direction and establishment of a centralised project portfolio governance function, modelling disciplined lean-agile governance practices, in alignment with industry best practices, guidelines and departmental requirements. This role will be responsible for setting and maintaining high quality standards by establishing best in class strategic portfolio, program and project management delivery methodologies, practices and tools as well as leading and defining all aspects of strategic portfolio investment governance, optimisation, selection, initiative sequencing, value protection and benefits realisation, to deliver the transformation agenda in line with overarching business and organisational strategy.

Main responsibilities of the role include establishing an adaptive project portfolio governance control Centre of Excellence (COE), managing day-to-day project-portfolio governance, operating in a hybrid fashion whilst designing the future state operating model to transition to Lean-Agile ways of working. This role shall define policies, set standards and processes to enable strategic value-based technology investment prioritisation, streamline work intake, pipeline demand management, financial management, resource capacity planning, cross-program dependency management as well as embedding best practice portfolio / program delivery.

You have a proven track record working as a Strategic Portfolio Manager / ePMO Lead / Head of PMO / PMO Manager (or similar) in agile environments, with leadership experience and an ability to drive transformational change, focusing on uplifting team process maturity and capability. You are an exceptional listener, negotiator and can assume the voice of diligence in effectively articulating ideas to solve the right problems. Your impact and success will be seen by:

- Implementing and managing a strategic project-portfolio control function, with a clearly defined PPM governance framework, providing transparency of portfolio-level change status and progress
- Interfacing with executive management to define priorities, implementation opportunities, challenges and communicating risks and opportunities on all projects within the program portfolio
- Achieving higher portfolio return on project investments, lowered organisational risk and improved value delivery, with greater confidence of meeting customer commitments
- Established communities of practice with like-skilled people to encourage sharing best practices and good ideas, as well as gaining consensus on activity for continuous improvement.

Integral to this role is understanding our overarching objectives and how to drive continuous improvements by leveraging digital innovation in technology to automate and digitise PPM process maturity levels.

**Qualifications and Experience**
- Higher tertiary qualifications (Bachelor's/Master's degree) in Business/ICT/Information Systems
- Formal lean-agile portfolio/program (PfMP, PgMP, PMP, MSP, P3O etc.) is essential
- Expert-level knowledge and experience with ITIL, Agile ePMO governance, Disciplined Agile Frameworks and SAFe / other Agile delivery methodologies (LPM/SPM), CI/CD, DevOps is essential
- MBA, Lean Six Sigma Green / Black Belt, HCD, Systems / Design Thinking is highly desirable
- Demonstrable leadership experience working in cross-functional Agile teams or large-scale enterprise-wide transformation programs as a PMO/ePMO leader / Strategic Portfolio Manager
- Ability to assume ongoing Product Ownership responsibility for enterprise-wide PPM tooling platforms such as Clarity, Microfocus, Planview, PMO 365, JIRA Align etc.
- Advanced understanding and experience with Scrum, Kanban, XP, Lean, Waterfall, etc. and exposure to AZURE Boards
